Many socio-economic infrastructure projects in the districts have been invested in and built with support funds from the districts. This is an important support contributing to bringing many localities to the new rural destination.
Practical and timely support
As a purely agricultural locality, the socio-economic conditions of Phung Thuong commune (Phuc Tho district) are extremely difficult. Among them, educational infrastructure has been one of the most difficult problems of the locality for many years.
In September 2024, hundreds of children in Phung Thuong commune received great joy when the spacious and beautiful kindergarten was officially inaugurated. The project was built with a total investment of more than 78 billion VND, of which 50 billion VND was supported by Tay Ho district.
Ms. Nguyen Thi Mai Huong, Principal of Phung Thuong Kindergarten, said that due to difficult conditions, teachers and students of the school had to "share accommodation" with Phung Thuong Primary School. The facilities were lacking in many aspects. Since the new school was built, equipment and facilities have been purchased and fully equipped. Hundreds of children here have had much better access to care and education.
A few years ago, people in some villages and hamlets in the communes of Tan Hong, Phu Cuong, Son Da, Tong Bat (Ba Vi district) often had to live with flooding whenever there was heavy rain. The reason was that the sewer and drainage system on the roads had not been invested in.
In 2023, the People's Committee of Bac Tu Liem district supported Ba Vi district with 50 billion VND to implement 2 projects to renovate and upgrade sewers and drainage ditches on the main road of Tan Hong - Phu Cuong commune and the main road of Son Da - Tong Bat commune. Thanks to that, the situation of "whenever it rains, the road is flooded" has been overcome.

More importantly, people are no longer covered in mud when returning home after days of heavy rain…” - Chairman of Tan Hong Commune People’s Committee Hoang Minh Son shared.
Also a locality with a low starting point and facing many difficulties in implementing the National Target Program on New Rural Development, My Duc district has received a lot of support from inner-city districts in recent years, especially in terms of cultural infrastructure. Ms. Duong Thi Hung in Ang Thuong village (Le Thanh commune, My Duc district) said that before 2021, whenever there was a meeting, people had to organize it at the kindergarten.
However, relying on the above only meets the simple meeting needs, it is extremely inconvenient to organize community activities. Joy came to the people of Ang Thuong village when two years ago, Ha Dong district supported Le Thanh commune with 1.25 billion VND to build a meeting house for the village. The project, completed nearly a year later, helped the locality solve the problem of community activity points, improving the quality of cultural life for the people.
Nearly 1,100 billion VND to support districts
After Resolution 115/2020/QH14 was issued, based on the State Budget Law, the Public Investment Law, and Decree No. 40/ND-CP of the Government guiding the implementation of a number of articles of the Public Investment Law, the Hanoi People's Committee submitted a document to the Hanoi People's Council for consideration to allow districts to use district-level budgets to support disadvantaged districts in building new rural areas.
At the 18th Session of the 15th Hanoi People's Council, for the first time, a resolution specifying Resolution 115/2020/QH14 of the 14th National Assembly was issued, allowing some districts to support districts in investing in upgrading cultural facilities. This is the first step to specify the implementation of Resolution 115/2020/QH14 of the Hanoi People's Council, based on the general direction of the Hanoi Party Committee.
Based on Resolution 115/2020/QH14, the Hanoi People's Council has issued resolutions on allowing districts to use district-level budgets to support districts in building new rural areas; at the same time, it is requested that after receiving support funds from the districts, districts should urgently assign capital plans to each project, ensuring compliance with legal regulations on public investment.
To enhance the responsibility of supported districts, Hanoi also requested that districts balance and arrange additional capital from the local budget to implement investment projects; mobilize all resources to soon complete supported projects in the most economical and effective spirit.
According to statistics from the Hanoi New Rural Development Program Coordination Office, from June 2020 (when Resolution 115/2020/QH14 was officially issued) to October 2024, districts have supported nearly 1,100 billion VND for disadvantaged districts to build new rural areas. From the support resources, 53 socio-economic infrastructure works in localities have been invested in construction and upgrading.
Based on the missing new rural criteria of the districts and the implementation plan objectives of Program No. 04-CTr/TU of the Hanoi Party Committee, the districts have supported many different construction items such as medical stations, cultural houses, schools, restoration and embellishment of relics, construction of community playgrounds/outdoor sports areas, upgrading of traffic routes, etc.
It is noted that, up to now, dozens of socio-economic infrastructure works have been completed and put into use by districts, promoting positive effects. Not only helping localities complete many criteria, moving one step closer to the new rural goal, but also contributing significantly to improving the quality of life for the people, strengthening solidarity between districts.
At many conferences to implement Program No. 04-CTr/TU for the period 2021 - 2025, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen, Head of the Program Steering Committee, regularly emphasized the significance and importance of Resolution No. 115/2020/QH14 and the policy of districts supporting districts in building new rural areas. In addition to requesting districts to continue to pay attention to and support districts, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen also requested districts to pay special attention and direct agencies and units to manage and use the projects supported by districts effectively and for the right purposes. First of all, to avoid wasting public assets; secondly, to not disappoint the hearts of the people of the districts.
