Current regulations on student work at universities are issued based on Circular 10/2026 of the Ministry of Education and Training on regulations on regular student work.

In this regulation, students who engage in prostitution for the first time will be reprimanded, for the second time they will be warned, for the third time they will be suspended for a period of time, and for the fourth time they will be forced to leave school.

This regulation is considered unreasonable, but most universities, when issuing student regulations, include all violations and disciplinary action frameworks in the school's student regulations.

Even some universities that have just issued student regulations for 2022 and 2023, such as Social Sciences and Humanities (Ho Chi Minh City National University), Finance - Marketing, Ho Chi Minh City Industry, Transport Technology... still include the content of violations and the handling framework for each time a student engages in prostitution.

However, some universities have removed regulations on handling students engaging in prostitution. For example, the student regulations issued by the National Economics University in 2022 have 17 violations and a framework for handling them.

Among the 17 violations, there is no prostitution or harboring or brokering prostitution. The school's regulations also clearly state: Violations not included in this disciplinary framework will be considered and decided by the school on a case-by-case basis.

Thai Nguyen University also removed the content of violations and the framework for handling students for acts of harboring, brokering prostitution or engaging in prostitution in the regulations issued in 2021.

However, this school includes other violations of the law according to State regulations.

Previously, in the regulations issued in 2016 of this university, the acts of brokerage or prostitution were regulated by a handling framework.

The student regulations of Hanoi National University and Danang University also do not stipulate a framework for handling student prostitution.

This university only stipulates that students who harbor or broker prostitution will be handed over to the authorities for handling.

No need for specific regulations on prostitution

A university representative said that including the regulation that students who engage in prostitution four times will be suspended from school in the school's regulations is unnecessary, offensive and uncontrollable.

Previously, when the ministry issued this regulation, it faced many objections because it was difficult to count how many times students engaged in prostitution.

Harboring, brokering prostitution or engaging in prostitution is a violation of the law. This is something that other laws have specific provisions on the framework for handling. If students are found to have committed these acts, the authorities will handle them. The university will use this to handle student affairs.

Therefore, school regulations only need to regulate school activities. Illegal acts will be handled by the authorities. When students who engage in prostitution are handled by the authorities, the school's job is to handle academic matters, not to count how many times the student violates the law to come up with disciplinary action.

"We heard that the ministry will amend the student work regulations, but we have not seen anything yet," he said.
