Many benefits from "social insurance ecosystem 4.0"

According to statistics, the Vietnam Social Security system has connected with more than 13,000 health insurance examination and treatment facilities nationwide to receive data requesting payment of health insurance examination and treatment costs; more than 621,000 units and enterprises transact electronically with social insurance agencies, thereby helping enterprises save time, costs and facilitate the implementation of administrative procedures on social insurance, health insurance, and unemployment insurance.

With the determination to create and develop a modern and professional Vietnamese social insurance industry for the satisfaction of people and businesses, over the past time, on the basis of the available information technology platform and infrastructure, Vietnam Social Security has strongly implemented digital transformation in accordance with the direction of the Government and has become one of the leading ministries and branches in building a digital government. The results achieved have been effectively serving the industry's activities and bringing many benefits to participants and beneficiaries of policies.

Improve service quality

Currently, Vietnam Social Security has been vigorously deploying and operating the industry's information technology system in the direction of e-government, towards digital government with a high level of automation of business processes. The entire application software system and data are managed and operated centrally by Vietnam Social Security at the industry's Data Center.

To date, the Vietnam Social Security system has connected with more than 13,000 health insurance examination and treatment facilities nationwide to receive data requesting payment of health insurance examination and treatment costs; more than 621,000 units and enterprises transact electronically with the Social Security agency, thereby helping enterprises save time, costs and facilitate the implementation of administrative procedures on social insurance, health insurance, and unemployment insurance.

Vietnam Social Security has completed and successfully deployed the VssID application - Digital Social Insurance (through this application, users can manage and control information about the process of participating in, enjoying social insurance, health insurance, unemployment insurance; perform public services on social insurance, health insurance conveniently, easily, quickly, saving time and travel costs).

Since June 1, 2021, Vietnam Social Security has deployed the use of health insurance cards on the VssID application for medical examination and treatment nationwide and has been recognized and highly appreciated by the people.

Implementing the project to develop applications of population data, identification and electronic authentication to serve the national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) of the Government, Vietnam Social Security is the first unit to successfully connect to the national population database right from when the national population database was officially put into operation.

In recent years, Vietnam Social Security has focused on promoting connection, exchange and sharing of data with ministries and branches to continuously enrich and improve. As of April 30, 2024, the Vietnam Social Security system has authenticated more than 96.8 million demographic information in the national insurance database with the national population database, of which about 86.9 million people are participating and benefiting from social insurance, health insurance and unemployment insurance policies, accounting for 97.8% of the total number of participants and beneficiaries of social insurance, health insurance and unemployment insurance policies (excluding armed forces and military relatives).

Synchronizing and authenticating the identification information of participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies with the national population database helps standardize data between the two national databases (population and insurance), improving the accuracy of information and data. This is an important basis for implementing the provision of services and utilities for participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies based on the national population database.

Continue to perfect the "social insurance ecosystem 4.0"

For many consecutive years, the Ministry of Information and Communications has assessed Vietnam Social Security as an agency that effectively applies information technology and online public services. Benefiting from these outstanding results, people can use online public services on social insurance and health insurance, such as: Registering to participate in voluntary social insurance; registering to pay and issue health insurance cards for people who only participate in social insurance, resolving one-time social insurance benefits; resolving unemployment benefits; two groups of administrative procedures for connecting birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old and death registration - cancellation of permanent residence registration - funeral cost support, funeral allowance...

Through these online public services, as of April 30, 2024, the entire Vietnamese social insurance industry has received and processed more than 1.4 million transaction records.

In addition, Vietnam Social Security has made efforts to implement solutions to promote the payment of non-cash insurance benefits. To date, about 64% of beneficiaries receive social insurance and unemployment benefits through personal accounts in urban areas, an increase of about 3% compared to 2022.

On March 22, 2024, Vietnam Social Security and the Ministry of Public Security agreed to issue a coordination process to implement the development of non-cash payments in pension and social insurance benefits payment on the basis of the national population database to mobilize and propagate people to receive pensions and social insurance benefits through non-cash payment methods, combined with verification and cleaning of beneficiary data...

With the synchronous and comprehensive implementation of solutions in information technology application, promoting digital transformation, optimizing the use and exploitation of the industry's database to serve people and businesses; resolving and paying regimes and policies promptly, quickly and accurately; improving the effectiveness of inspection, supervision, management and use of funds, preventing fraud and profiteering of social insurance funds and health insurance funds.

Currently, the Vietnamese social insurance industry continues to focus, prioritize resources, and resolutely promote the implementation of digital transformation activities in each field of work of the industry to complete the "social insurance ecosystem 4.0", with the ultimate goal of best serving the interests of businesses, people and subjects participating in social insurance and health insurance.
