Construction in a "sloppy" manner due to lack of space

According to the Thai Thuy District Infrastructure Construction Project Management Board, the unit is currently in charge of implementing 10 traffic projects in the area.

In addition to the area of ​​residential land that has not been handed over, one of the main reasons hindering the site clearance work of projects is that the power grid infrastructure has not been relocated.

Electric poles are located under the road so in many locations it is not possible to construct roadbeds and drainage ditches.

Surveys by Giao thong Newspaper reporters on some roads under construction in Thai Thuy district such as: Road DH.93B to Thuan Thanh Commune People's Committee; Road DH.95B from Thuy Phuc Commune to Thuy Hung; Road DH.93 from Thuy Trinh Commune to Hong Dung; Road DH.90 from Thuy Viet Commune to Thuy Hung; Road DH.95 from Thuy Phong Commune to Thuy Ninh; Road DH.96 Duong Phuc to Thuy Duyen (phase 1); Road DH.87 from Pho Market intersection to Cau Cau intersection... all have the common problem of being entangled with the grid pole system.

For example, the DH.93 route from Thuy Trinh to Hong Dung commune is 2.2km long. The contractor has completed the asphalt paving of about 1km of the road and built a drainage box. In September-October 2023, the electricity company moved 300m of underground cable, and the project contractor spent money to buy 5 new poles. However, there are still 20 low-voltage poles that have not been relocated.

Similarly, the DH.95B phase 2 route from Thuy Phuc to Thuy Hung is 2.4km long, and drainage ditches have not yet been installed because the power grid infrastructure has not been relocated. The entire route needs to move 31 low-voltage power poles and 3 high-voltage power poles, but so far the pole relocation is still very slow, affecting the project's construction progress.

People living around the area said that due to land acquisition problems, road construction was left unfinished. When it rains, water accumulates into large puddles, posing a potential traffic safety risk.

The investor has asked the construction unit to fix the above situation by spreading crushed stone and temporarily leveling the road for people to travel.

Mr. Nguyen Viet Tan, Phan Quynh Construction Investment and Trading Consulting Co., Ltd. (project contractor) said: Most of these electric poles are located within the roadbed and drainage ditches, so many locations had to be left behind and the roadbed and drainage ditches could not be constructed.

"The construction unit has repeatedly requested local authorities and the electricity industry to resolve the issue, but the implementation process is still slow, leading to construction interruptions, affecting the progress and quality of the project," said Mr. Tan.

Relocating the power grid is not in the power company's plan.

Mr. Bui The Dan, Director of the Thai Thuy District Infrastructure Construction Project Management Board, said that the unit is currently in charge of implementing 10 traffic projects, including the relocation of 207 low-voltage poles, 11 medium-voltage poles, 2 transformer stations and 300m of underground cables.

However, up to now, the relocation of power grid infrastructure in most projects is still "at a standstill", leading to the risk of slow progress.

The DH.93 road project through Thuy Trinh - Hong Dung commune had to stop construction due to problems with site clearance.

During the implementation of the projects, due to the power grid's land, the construction unit had to overcome it, constructing the roadbed, placing water ditches at locations with land, and waiting for the rest.

In addition, many sections of the route have completed the paving and asphalting of the road surface, but many electric poles are still in the middle of the road, posing a potential risk to traffic safety.

To promptly resolve difficulties, ensure progress and quality of the project as well as ensure traffic safety on the route, the Project Management Board has requested the contractor to support funding to relocate the power grid infrastructure at some locations.

Accordingly, in 2023 alone, contractors spent about 127 million VND to move 54 low-voltage power poles on the routes; the remaining 150 poles have not been handled.

"The delay in relocating electric poles greatly affects the progress, quality of the project as well as the efficiency of investment capital. Local authorities, functional sectors and especially the electricity sector need to be more proactive and active to ensure the progress of relocating the remaining electric poles," Mr. Dan proposed.

A leader of Thai Thuy Electricity said: Recently, Thai Thuy Electricity has proactively joined with the Project Management Board and construction contractors to resolve difficulties in relocating the power grid.

However, after conducting a survey and making an estimate, it was found that the number of power lines and transformer stations that need to be relocated in the ongoing traffic projects in the district is very large and is not included in the investment portfolio of Thai Binh Power Company and the Northern Power Corporation, so the unit's arrangement of capital for implementation encountered many difficulties.
