Many concerns about new regulations in junior high school and high school admissions

The newly issued regulations on junior high school and high school admissions are attracting the attention of teachers, parents and students as they directly affect the rights of final year students in the 2024-2025 school year.

Hope to announce the third exam soon

Circular 30/TT-BGDĐT of the Ministry of Education and Training on the Regulations on Admission to Secondary and High Schools has just been issued. Accordingly, the Ministry stipulates 3 methods of admission to grade 10 of high school including: entrance exam, admission review or a combination of entrance exam and admission review.

In which, if the entrance exam will include 3 subjects: Math, Literature and a third subject chosen by the locality. With changes compared to the previous draft of drawing lots or changing annually, the official regulations are supported by localities when it is possible to keep the 3rd exam subject in a row for 3 years to stabilize the psychology of parents and students or can be changed to a combination exam subject according to the implementation conditions of each locality.

"The fact that the Ministry of Education and Training has finalized the three subjects for the 10th grade entrance exam makes parents and students feel more secure as Hanoi has had many years of continuous changes between three or four subjects while this exam has greater pressure than university admission.

Moreover, the first semester has ended, parents and students are very anxiously waiting for information about this exam to have a direction for studying and reviewing for the exam," said Ms. Nguyen Thao Linh, a parent whose child studies at Nguyen Tri Phuong Secondary School (Ba Dinh District, Hanoi).

According to the regulations, the third exam or combined exam of a number of subjects will be announced after the end of the first semester but no later than March 31 every year.

Immediately after the Ministry of Education and Training issued the Regulations on Secondary School and High School Admissions, the Department of Education and Training of Ho Chi Minh City announced that the third subject of the 10th grade entrance exam for the 2025-2026 school year in this locality is Foreign Language.

According to the Department of Education and Training of Ho Chi Minh City, choosing Foreign Language (mainly English) as the third subject for the 10th grade entrance exam is consistent with the education and human resource training strategy of Ho Chi Minh City and the plan to strive to soon make English the second language in schools as concluded by the Politburo.

The 10th grade entrance exam for the 2025-2026 school year is the first entrance exam under the 2018 general education program. Therefore, the exam structure will be different from last year. Accordingly, the Department of Education and Training of Ho Chi Minh City announced the structure of the 10th grade entrance exam for Literature, Math and English.

As one of the localities with the largest number of candidates taking the 10th grade entrance exam in the country, speaking to the press, the leader of the Hanoi Department of Education and Training said that, based on this regulation, the Department will develop a plan for 10th grade admission and a plan for the third exam subject of the next school year, and submit it to the City People's Committee for consideration and approval.

Currently, Hanoi, a locality with a large enrollment scale with about 100,000 candidates taking the 10th grade entrance exam each year, has not yet announced the third exam subject.

Many concerns about bonus points

For many years, the Ministry of Education and Training has stopped giving bonus points to students who won prizes at the provincial and city levels. However, this new regulation has changed the bonus point policy for students taking the entrance exam for grade 10 at public schools.

The Ministry of Education and Training stipulates an incentive bonus of 0.5 - 1.5 points for excellent students who win provincial-level prizes organized by the Department of Education and Training or in coordination with departments and branches organized on a provincial scale for competitions organized at the national level.

Specifically, first prize winners will receive 1.5 points, second prize winners will receive 1 point, and third prize winners will receive 0.5 points. The incentive points will be added to the total admission score calculated on a 10-point scale for each subject and exam.

This can be considered a motivation for training excellent students from junior high school to serve as a source for high school students in localities, especially in big cities like Hanoi and Ho Chi Minh City, where there are always large-scale excellent student competitions.

However, parents and students need to understand this new regulation because not all provincial-level competitions for excellent students will be awarded bonus points. When adding this bonus point system to the new regulations, the Ministry of Education and Training noted that although bonus points are given to students who win provincial-level prizes, they will only be awarded for competitions organized at the national level.

Thus, competitions for excellent students in cultural subjects such as Math, Literature, Foreign Languages, etc. organized by the Department of Education and Training are not competitions held at the national level, so even if students win prizes, they will not receive extra points for grade 10.

Thus, here, only students who win provincial prizes in national competitions organized by the Department of Education and Training or in coordination with agencies and sectors, including cultural, artistic, and sports subjects; scientific and technical research competitions, etc., are eligible for bonus points in the entrance exam to public grade 10.
