Buon Don is one of the two border districts of Dak Lak province, with a population of over 74,000 people, of which ethnic minorities account for nearly 30%, mainly living in rural, remote and border areas. The whole district currently has 7 communes, but there is no town yet, of which 6 communes are extremely disadvantaged, 50 villages and hamlets are extremely disadvantaged in ethnic minority areas.
According to the political report of the Congress, after 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities of the District, in 2019, Buon Don district achieved many encouraging results.
The political situation and social order are basically stable, national security and defense are maintained, the great solidarity bloc among ethnic groups is constantly consolidated and promoted. The rural appearance of ethnic minority areas in the district has improved a lot, up to now the rate of asphalting and concrete on district roads has reached 86.1%; the rate of asphalting and concrete on commune and inter-commune roads is 98.2%; the rate of asphalting and concrete on inter-village and hamlet roads is 55%; the rate of households using hygienic water for daily life has reached 53.87% (of which: the rate of ethnic minority households using hygienic water has reached 50.91%); thousands of poor households have been supported with preferential credit loans to invest in production, change occupations, change crop and livestock structures, contributing to changing farming practices, increasing income, and stabilizing life.
In addition, the district also focuses on building and consolidating the political system of ethnic minority areas. The number of ethnic minority cadres and party members is increasing, the whole district currently has 1,051 ethnic minority party members, accounting for 34.73%; The District Party Committee Executive Committee has 13/39 ethnic minority cadres, accounting for 33.3%; The District Party Committee Standing Committee has 4/11 ethnic minority cadres, accounting for 36.3%. The heads of local Party committees are also ethnic minority cadres.
In particular, the National Target Program on Socio-Economic Development in Ethnic Minority Areas for the period 2021 - 2030; Phase I: From 2021 - 2025, the district has gradually removed difficulties and effectively implemented programs and projects. In the period 2022 - 2024, the district has been allocated a total budget of 167 billion VND to implement projects on infrastructure construction, settlement of residential land, housing, production land, domestic water, vocational training support, etc.
Speaking at the Congress, Ms. H'Yao Knul - Head of the Ethnic Minorities Committee, Deputy Head of the Steering Committee for the Ethnic Minorities Congress of Dak Lak province highly appreciated the leadership role of Party committees at all levels, the drastic management of authorities at all levels, the active response of the entire political system; acknowledged and commended the achievements in ethnic work and building the Great Unity of ethnic groups that the district has achieved, and at the same time commended the spirit of solidarity and efforts of the people of all ethnic groups in Buon Don district.
At the same time, it is recommended that Party committees, authorities, unions at all levels and ethnic people in the district focus on implementing the Resolutions of the Party Central Committee, the Conclusion of the Politburo on ethnic work in the new situation; strengthen leadership, direction, promote the role of the political system in performing ethnic work tasks; focus on planning, training, fostering, building and developing the contingent of cadres, developing party members, promoting the role of village elders, prestigious people, building the Great National Unity bloc; innovate the content and methods of deploying and implementing ethnic work in accordance with the requirements and tasks in the new situation ...
With the theme "People of all ethnic groups in Buon Don district unite, innovate, create, promote advantages, potentials, integrate and develop sustainably", the Congress aims to strive by 2029 to basically complete essential works, meeting the requirements of production development and life of rural residents. 90% of commune and inter-commune roads are asphalted and concreted; 70% of village and inter-village roads are hardened; 100% of rural people have access to clean water and solid classrooms; all ethnic minority households are granted health insurance cards for medical examination and treatment...
The Congress approved the Resolution of the Congress and consulted with 11 official delegates and 2 alternate delegates to attend the Provincial Congress of Ethnic Minorities.
On this occasion, the Provincial People's Committee awarded Certificates of Merit to 1 collective and 2 individuals; the Provincial Ethnic Committee awarded Certificates of Merit to 1 collective and 3 individuals; the People's Committee of Buon Don district awarded Certificates of Merit to 24 collectives and 44 individuals for their outstanding achievements in socio-economic development, ensuring national defense and security in ethnic minority areas, period 2019 - 2024.
