The road is bumpy, some places have cracks that can fit a wheel.

Despite being built at a total cost of nearly 170 billion VND, the Ta Leng - Muong Phang road is now seriously degraded, affecting people's lives and posing a potential risk of traffic accidents. Notably, the degradation has affected the previous goal of developing tourism as this road leads to the Dien Bien Phu Command Headquarters relic site.

After 4 years of construction, on October 29, 2021, the above route was officially handed over for use. According to regulations, the construction unit must be responsible for a 12-month warranty on the project.

However, according to documents collected by VietNamNet reporters, less than 12 months after being put into use (around July 2022), the above project has shown serious deterioration. Most recently, in November 2023, VietNamNet reporters conducted a field survey and recorded images of serious deterioration on this road.

Specifically, the road was invested with nearly 170 billion, but many sections have appeared with cracks and potholes. Many sections of the road surface have been deformed, the drainage system has been peeled off, damaged, and no longer effective. In particular, there is a section of the road that has sunk deeply and is several dozen meters long, the road surface is rough, making it difficult for vehicles to travel and posing a potential risk of traffic accidents.

Mr. Ca Van Khan (a resident of Khang village, Pa Khoang commune) said: "I pass this road every day and witnessed the project from the time it started until its completion. However, only a short time after its completion, the road showed signs of deterioration and damage."

According to Mr. Khan, there is a section of the road where only half of the asphalt surface remains, the rest of the road is filled with crushed stone. Vehicles passing through this section often choose the asphalt section, so when there is a vehicle coming from the opposite direction, they have to stop or go to the crushed stone section. Therefore, people traveling through this section of the road are very difficult and dangerous. On rainy days, visibility is limited, and if you are not careful, accidents can easily happen.

Mr. Nguyen Van H. (Thanh Minh commune) was upset: This road has been under construction for a long time, never completed, and has only been put into use for a short time and has had to be repaired many times.

"The road in front of my house has been repaired twice, but now it is damaged and degraded again. In recent days, this road has often had many trucks carrying dirt and rocks passing by, further degrading the road. My family and other people always feel unsafe when passing through here. When it is sunny, it is dusty, when it rains, there are large and small puddles, forcing people on the road to slow down, skillfully weaving and avoiding each other," Mr. H. shared.

It is known that the above project is invested by the Department of Culture, Sports and Tourism of Dien Bien province, with a scale of level 5 mountainous road, using loans from the Asian Development Bank (ADB) and counterpart funds from the provincial budget. The joint venture of Huy Hoang Investment Construction and Trading Joint Stock Company and Anh Tuyet Design and Construction Consulting Company Limited is constructing the project.

Road damage due to... weak geology!

To find out the cause of the degradation of the above road, VietNamNet reporter talked with Mr. Nguyen Anh Dao, Director of the Monument Management Board, Department of Culture, Sports and Tourism (Member of the Project Implementation Board).

According to Mr. Dao, the Ta Leng - Muong Phang route has been in use for 2 years, and is currently showing signs of deterioration in many locations. The reason is that at the time of construction, the road was designed on a sliding frame, the geology was weak and unstable, so the construction process had to deal with many problems.

Mr. Dao informed that recently, the appearance of heavy-duty trucks carrying soil and rocks on the route is also the reason for the road's rapid deterioration. In addition, there is another unavoidable cause, which is natural disasters. During the recent rainy season, floodwaters swept away and damaged many structures on the route.

Notably, Mr. Nguyen Anh Dao said that on October 11, 2023, the Department of Transport of Dien Bien province had a working session with relevant units to focus on thoroughly handling the damage and officially handing over to the Department of Transport to have a plan to maintain the road.

At the above meeting, the Department of Transport requested the contractors, specifically Huy Hoang and Anh Tuyet Enterprises, to repair and continue to repair damages during the construction process, ensuring quality and technical requirements. For damages caused by force majeure such as floods, the two units, Dien Bien Road Joint Stock Company 2 and Road Joint Stock Company 226, will be assigned to develop a budget and maintenance plan, ensuring traffic and serving the travel of people and tourists.

Although the deadline for repairing the road is November 30, a representative of the Department of Transport said that the relevant parties have not yet completed it.

In addition, the Dien Bien Department of Transport has issued a document requesting the investor and contractor to urgently repair and supplement the missing items of the project, before November 30, 2023. However, responding to VietNamNet reporters on December 5, a representative of the Dien Bien Department of Transport said that the units have not yet completed the above requirements. Therefore, up to now, the above project has not been handed over to the Department of Transport for maintenance.

Responsibilities of the Department of Culture, Sports and Tourism of Dien Bien province

Regarding the degradation of the Ta Leng - Muong Phang road, at the most recent meeting on October 11 between the Department of Transport and the investor, the Department of Culture, Sports and Tourism, and representatives of relevant parties, responsibilities related to the implementation of the project were clearly stated.

Specifically, the investor is responsible for managing the implementation, supervision and acceptance of the contractor's warranty work. In October 2023, the Steering Committee for Natural Disaster Prevention, Search and Rescue, the Department of Transport and relevant parties must be invited to inspect the locations affected by natural disasters to propose solutions.

In addition, the Department of Culture, Sports and Tourism is responsible for reviewing and finding solutions to thoroughly remedy dumping sites that affect people's lives (if any).

Notably, the investor is responsible for handing over all project site clearance documents to the Department of Transport, including households located in the area whose land was recovered but has not yet been paid.
