This is the opinion of Vice President of the Vietnam General Confederation of Labor (VGCL) Ngo Duy Hieu at the Forum "Improving the quality of trade union organizations' participation in policy and law making to ensure workers' rights" held on the afternoon of November 30, within the framework of activities on the sidelines of the 13th Congress of the Vietnam Trade Union.
Delegates contribute ideas to improve the quality of trade union organizations' participation in policy and law making.
Building legal policies to protect remote workers
In recent years, promoting the role of workers and union members in advising on the development and implementation of policies and laws has taken a new turn.
The Trade Union identifies this as an important task that contributes practically to caring for and protecting workers early, from a distance, on a large scale, and effectively, for the legitimate and legal interests of workers.
However, the Vice President of the Vietnam General Confederation of Labor acknowledged: "In the past, workers were only the beneficiaries of policies. There were policies that were suitable for this group, but not suitable for another group, there were policies that they should have benefited from more... Legal policies must reflect the aspirations of workers, so we need to aim for workers to participate in building policies to protect their legitimate rights and interests. Trade unions must also participate more strongly to promote effectiveness in building legal policies."
Commenting on the role of trade unions in participating in policy making, Dr. Bui Sy Loi, former Deputy Chairman of the National Assembly's Social Committee, said: "The Vietnam General Confederation of Labor must play a central role, collecting feedback and recommendations from workers, and have a mechanism to coordinate with the Government in receiving, responding to, and absorbing, adjusting policies and laws appropriately and promptly."
According to Mr. Loi, the trade union not only participates in the drafting stage of legal policies, but also participates in the examination stage, seeking consultation from workers, experts, scientists, managers; especially those directly affected by the law.
"The union must persistently pursue the issue to the end. It is important to have an exchange of opinions when the drafting agency accepts and explains. It is necessary to clarify why it accepts and why it does not accept in order to pursue it to the end in order to protect the rights and interests of workers and union members. In addition, it is necessary to be proactive in assessment and survey activities to have discoveries, recommendations, and protect the union's viewpoints in the process of participating in policy and law making," Mr. Loi suggested.
Go to the place and hear the workers say
Sharing experience from the grassroots, Mr. Dinh Sy Phuc, Chairman of the Trade Union of Taekwang Vina Company (Dong Nai), acknowledged that recently, workers' understanding of legal policies has increased significantly, especially issues directly related to their rights.
Citing the amendment of the Social Insurance Law, Mr. Phuc said that workers are willing to raise questions and debate about changes to social insurance policies.
Mr. Phuc said that the union needs to pay more attention to the opinions, thoughts and aspirations of workers, but must also respond and explain those opinions to workers.
"We have social media channels such as Facebook, Zalo, Viber... to record employees' opinions. In addition, union officials are ready to go to their homes and workplaces to listen to employees' opinions and find ways to respond to them satisfactorily," said Mr. Phuc.
According to Mr. Phuc, the perspective of those who directly benefit from the policy is sometimes different from that of managers. Therefore, trade unions at all levels need to increase programs to contact workers, listen to their opinions, and go to them to hear what they have to say.
"We need to diversify the types of contact with workers. In fact, when we go directly to where they live, to where they work... the results of the opinions are of higher quality."
Ms. Le Hong Hanh, Chairwoman of the Central Youth Union, shared at the forum.
Agreeing with the above opinion, Ms. Le Hong Hanh, President of the Central Youth Union, suggested: "The union needs to further strengthen listening to feedback from union members and from the grassroots to grasp information, thoughts, aspirations, labor relations, activities of units, and implementation of policies and regimes for union members and workers.
On the basis of listening to the opinions, thoughts and aspirations of union members and workers, trade unions at all levels, especially trade unions of agencies and units, are responsible for providing information and exchanging information so that officials and union members are responsible for advising and proposing policies and laws to be translated into specific orientations and regulations in each policy, in laws.
In addition, according to Ms. Hanh, the union needs to diversify its forms and promote the application of information technology to increase the effectiveness of policy and legal consultation, provide information to union members and employees, and contribute to raising awareness and capacity to protect the legitimate and legal rights of union members. Timely resolve and participate in resolving petitions and complaints about the legitimate rights of union members and employees.
To best promote the role of trade unions in building legal policies is also a concern of National Assembly deputies. Ms. Tran Thi Kim Nhung, Standing Member of the National Assembly's Law Committee, shared: "As National Assembly deputies, when meeting with voters, we really want to listen to direct contributions. For example, with the Trade Union Law, if workers just point out the shortcomings... it is valuable. From those shortcomings, we will perfect the current regulations."
The National Assembly delegate also suggested that in the process of formulating and contributing opinions on policies and laws, trade unions should participate with competent authorities more closely and promptly. They can be sent directly to the Ministry of Justice, the Government Office, National Assembly delegates, etc.
