Developing tourism but having difficulty accessing loans is a difficult problem for households doing community tourism in Lao Cai. This difficulty has been resolved by the Lao Cai Provincial People's Council.
Recently, Chairman of Lao Cai Provincial People's Council Vu Xuan Cuong has just signed and issued Resolution No. 12/2024/NQ-HDND amending a number of contents of the Regulation on a number of policies to support tourism development in Lao Cai province, period 2021 - 2025, issued together with Resolution No. 06/2021/NQ-HDND dated April 9, 2021 of Lao Cai Provincial People's Council.
The resolution was passed by delegates at the 20th session of the 15th Provincial People's Council, term 2021-2026.
Accordingly, amend Clause 1, Article 4 of the Regulation on a number of policies to support tourism development in Lao Cai province, period 2021 - 2025, issued together with Resolution No. 06/2021/NQ-HDND dated April 9, 2021 of the People's Council of Lao Cai province, specifically as follows:
"The budget for implementing the policy of lending capital for investment in tourist attractions and lending capital for developing community tourism products, for the provincial budget, must balance at least 11 billion VND/year entrusted through the Social Policy Bank for lending.
For district-level budgets, depending on the actual situation and budget balancing capacity of each locality, every year the District People's Committee submits to the People's Council of the same level a decision on capital sources from the district-level budget entrusted through the Social Policy Bank for lending."
After 3 years of implementing Resolution No. 06/2021/NQ-HDND of the Provincial People's Council, as of May 31, 2024, Lao Cai Provincial Social Policy Bank Branch has provided loans to support loans for developing community tourism products of VND 31,201 million to 322 customers.
Many village art troupes received financial support.
The Provincial People's Committee has assigned a budget of 975 million VND/11 art teams to support folk art clubs and teams at tourist attractions (Bao Yen 3 teams, Bac Ha 3 teams, Sa Pa 5 teams).
Resolution No. 06/2021/NQ-HDND has had a positive impact on tourism development, creating more jobs, increasing income for people, contributing to the socio-economic development of the province, and poverty reduction.
Folk art clubs/teams established at tourist destinations have contributed to preserving, maintaining and promoting traditional cultural values, creating a healthy playground, improving the spiritual life of the people, and at the same time promoting tourism products of ethnic minorities to domestic and foreign tourists.
In recent decades, Lao Cai has been a bright spot in tourism development in the Northwest. The number of tourists coming to Lao Cai has been increasing, thereby creating jobs and stable income for the people, especially ethnic minorities.
Taking advantage of tourism development, in recent years, Lao Cai provincial leaders have continued to promote the development of the community tourism network by building more suitable tourist destinations and routes. This has created momentum for ethnic minorities in remote communes to have the opportunity to enter the tourism market in many different forms, from direct participation to indirect participation very effectively.
People who receive loans to develop community tourism will have the opportunity to expand the scale of community tourism in their locality.
Along with that, it is necessary to issue specific policies and resolve difficulties and obstacles to encourage people to participate in local tourism development, contributing to economic development and sustainable poverty reduction.
Most specifically, the issuance of Resolution No. 06/2021/NQ-HDND contributes to preserving the traditional cultural values of ethnic minorities, especially preserving traditional house architecture, traditional craft villages, cuisine, folk songs, folk dances, folk music and other customs and practices that create unique features of ethnic groups to attract tourists to visit and experience.
Resolution No. 06/2021/NQ-HDND dated April 9, 2021 of the Lao Cai Provincial People's Council stipulates a number of policies to support tourism development in the province for the period 2021 - 2025, including support for loans to invest in tourist attractions; support for loans to develop community tourism products and support for folk art clubs and teams at tourist attractions.
Accordingly, for production and business establishments, the maximum loan amount is 2 billion VND/project/tourist destination. For community tourism product development, the maximum loan amount for workers is not more than 100 million VND/person (each household can borrow a maximum of 200 million VND/2 workers).
Loan term depends on the cycle of each project and does not exceed 60 months. Apply interest rate for loans to near-poor households according to regulations of each period; overdue debt interest rate is equal to 130% of loan interest rate.
Community tourism businesses can borrow capital to invest in renovating, renovating, and expanding traditional houses of ethnic minorities to provide accommodation services (homestay) at community tourism destinations...
With these policies put into practice, it has helped raise the "brand" of community tourism in Lao Cai province and is considered one of the leading localities in the country in effectively developing the community tourism model with nearly 500 home-based accommodation establishments operating throughout the province.
Ms. Ly May Pham, Chairwoman of the Women's Union of Ta Phin Commune, said: "In the past, it was very difficult to access loans for tourism development, because banks did not have enough facilities to disburse. But now that Lao Cai province has issued Resolution No. 12/2024/NQ-HDND, it will help support people to borrow capital to invest in tourist attractions, to improve the quality and expand the scale of tourism facilities, which is very reasonable. Surely, households doing tourism will appreciate these good policies."
