The Ministry of Culture, Sports and Tourism will study and amend regulations on granting business licenses for karaoke and discotheque services in December, the Prime Minister directed.
On November 18, the Government Office announced Prime Minister Pham Minh Chinh's direction and requested the Ministry of Culture, Sports and Tourism to urgently complete the review and assessment to propose amendments and supplements in the order of shortening the decree on karaoke and discotheque business to suit.
According to current regulations, district-level police are responsible for receiving applications and assessing and issuing certificates of eligibility for security, order and management of establishments. After that, the Department of Culture, Sports and Tourism issues licenses to qualified karaoke and discotheque establishments.
The conditions for granting a karaoke business license are to ensure fire prevention and security. The singing room must be at least 20 square meters wide, excluding ancillary structures. The rooms must not have door latches from the inside.
Discotheque businesses must also meet fire prevention requirements, with rooms at least 80 square meters wide and no door latches placed inside. Discotheques must be at least 200 meters away from schools, hospitals, and religious establishments.
After the An Phu karaoke fire (Binh Duong) that killed 32 people in September 2022, the Ministry of Public Security conducted a comprehensive inspection of karaoke establishments and tightened fire prevention and fighting inspections, especially in big cities.
In April, Mr. Huynh Manh Hung (Hanoi) represented dozens of karaoke businesses in 10 provinces and cities nationwide, petitioning the Prime Minister to provide guidance on fire prevention and fighting standards to help the karaoke industry. One month later, the Prime Minister requested the three ministries of Public Security, Construction, and Culture, Sports and Tourism to resolve problems related to fire prevention and fighting for karaoke businesses.

According to the announcement of the Government Office yesterday, the Prime Minister directed to continue the general fire prevention inspection of apartment buildings; multi-storey, multi-apartment houses (mini-apartments), high-density rental facilities; houses combined with production and business. Units must clarify the responsibilities of organizations and individuals, and handle violations "without forbidden areas, without exceptions".
The Ministry of Public Security will soon complete the dossier proposing the development of the Law on Fire Prevention, Fighting and Rescue. The Ministry and related units will amend regulations on fire prevention and fighting and technical standards to ensure consistency and minimize unnecessary costs for people and businesses.
Regulations on design approval and acceptance of fire prevention must be transparent and not cause inconvenience to people and businesses.
The Ministry of Construction was assigned to complete general requirements for the design of individual houses in December and conduct a comprehensive inspection of mini-apartment construction management.
