Yesterday, January 15, in Hanoi, the working delegation of the People's Committee of Quang Tri province led by Standing Committee member, Vice Chairman of the People's Committee Hoang Nam had a meeting with the Ministry of Culture, Sports and Tourism on the investment project plan for the National Museum "Memories of War and Aspiration for Peace" (project). Working with Quang Tri province were Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong and leaders of the following units: Department of Planning - Finance, Department of Cultural Heritage and relevant agencies of the Ministry of Culture, Sports and Tourism (MOCST).

At the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam reported on the proposed project construction plan in Quang Tri province. Accordingly, based on the conclusion of the National Assembly Chairman in Notice No. 1813/TB-VPQH dated July 31, 2023 and especially implementing Notice No. 101-TB/VPTW dated October 28, 2024 of the Central Party Office and the direction of the Prime Minister in Document No. 8386/VPCP-QHDP dated November 15, 2024 on assigning Quang Tri province to study the construction of the War Remnants Museum in Quang Tri province to educate patriotic traditions and attract tourists; The Provincial People's Committee has directed relevant agencies and units to conduct surveys and develop investment plans, and so far, the idea, purpose, meaning and scale of "Memories of War and Aspiration for Peace" have been basically developed.
The National Museum of War Memories and Aspiration for Peace will convey messages and content, recreating wartime stories, the desire for peace and national unity to domestic and foreign tourists, while leaving an important highlight for the DMZ and war memories tourism route.
The museum will be a cultural and historical landmark, not only the pride of the people of Quang Tri in particular and the people of Vietnam in general, but also an extremely impressive destination for domestic tourists as well as international friends in terms of content, exhibition art and construction architecture. The National Museum of War Memories and Aspiration for Peace is a museum specializing in researching, collecting, storing, preserving and displaying documents, images and artifacts about war and the work of overcoming the consequences of war, bringing an increasingly better and more prosperous life to the people of all ethnic groups in Quang Tri in particular and Vietnam in general.
Propose that the Ministry of Culture, Sports and Tourism include the project of the National Museum of War Memories and Aspiration for Peace in Quang Tri province in the Feasibility Study Report of the National Target Program on Cultural Development for the period 2025-2035, in which it is proposed to implement the project for the period 2026-2030 with a total budget of 1,000 billion VND.
Propose that the Ministry of Culture, Sports and Tourism introduce Quang Tri province to a consulting unit with experience and capacity to conduct a survey, prepare a project proposal report, and architectural plan for the Museum of War Memories and Aspiration for Peace. Regarding the method of investment in building the museum in the form of public-private partnership (PPP).

At the meeting, after listening to Quang Tri province report on the project's investment ideas and plans, Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong said that Quang Tri is a land that has suffered much pain, sacrifice and loss, and witnessed many cruel and destructive scenes of war. Quang Tri is also the place that most fully feels the desire to live, the desire for peace, independence, freedom, the desire for unity and territorial integrity of the Fatherland.
Many places such as Quang Tri Citadel, Hien Luong - Ben Hai banks, Vinh Moc tunnels and the Vinh Linh tunnel village system, Con Tien, Doc Mieu, Mc Namara electronic fence, Khe Sanh, Lang Vay, Truong Son National Martyrs' Cemetery, Road 9... not only preserve memories of the wars full of sacrifice and hardship but also are evidence of the will and eternal desire for peace of the Vietnamese people, deeply and strongly shaking the conscience of peace-loving humanity. Every inch of land, every river, every place name in this land bears the deep traces of a time of bombs and bullets with millions of compatriots, comrades and soldiers who fell for lasting peace.
Because of the high consensus once again on the policy, Quang Tri is the convergence of the pain, loss, sacrifice and hardship of the Vietnamese people in the resistance wars for national independence; Quang Tri is the most suitable and worthy place to build a museum worthy of national stature, which will be a place to vividly reflect the memories of war and the desire for peace of the Vietnamese people.
The Ministry of Culture, Sports and Tourism agreed to include the project in the Feasibility Study Report of the National Target Program on Cultural Development for the 2025-2035 period, submit it to the Prime Minister and plan to allocate part of the budget to prepare for investment in 2025.
Propose that Quang Tri province survey and prepare a report to propose investment preparation plans with a scale worthy of the nation, becoming a heritage of the country so that future generations can always feel and cherish the value of peace.
Regarding the location, the Ministry of Culture, Sports and Tourism suggested that Quang Tri province should consider building the above project within the Hien Luong - Ben Hai National Special Relic Site or the surrounding area to promote the value of the project. Regarding the investment plan, the budget from the National Target Program on Cultural Development for the period 2025-2035 will be allocated 100% from the central budget for the project, with an estimated VND 1,000 billion as proposed by the People's Committee of Quang Tri province.
