European Parliament passes bill to regulate artificial intelligence

Yesterday, the European Parliament's Consumer Protection and Civil Liberties Committee voted to approve the Artificial Intelligence (AI) Governance Bill.

This is a new step in the process of passing legislation that will officially regulate artificial intelligence tools like ChatGPT, while also spurring innovation in the field.

The new bill paves the way for an AI bill that would be the first comprehensive law governing the technology, with provisions for the use of facial recognition, biometric checks and other AI applications.

Under the bill, which was approved by the European Parliament's Consumer Protection and Civil Liberties Committee, proposals put forward by the European Commission two years ago on AI regulation will include provisions banning the use of facial recognition technology in public places, tools that use algorithms to predict criminal behavior, and new transparency measures for generative AI applications like ChatGPT.

These apps must send a notice notifying users that the products of these tools are created by machines, not humans.

The new bill also calls for additional criteria to identify areas where AI is at high risk. AI tools will be classified according to the level of risk each tool poses, from low to unacceptable.

Governments and companies using AI technology will have to comply with different obligations depending on the level of risk. While the list proposed by the European Commission already includes use cases in critical infrastructure, education, human resources, public order and immigration, MEPs want to add thresholds to delineate threats to security, health and fundamental rights.

On the morning of May 11, the People's Committee of Yen Bai province held an online conference to pilot the Digital Citizen Application (YenBai-S) in the whole province. The conference was held directly and online to the bridge points of districts, towns and 173 bridge points of communes, wards and towns in the province.

Identifying one of the key tasks of the 13th Party Congress term is: "promoting research, transfer, application of scientific and technological advances, innovation, especially achievements of the fourth industrial revolution, implementing national digital transformation, and developing the digital economy".
