On the morning of August 15, the Department of Agriculture and Rural Development held a conference to deploy the Winter Crop Production and Cultivation Project, livestock development and animal disease prevention and control at the end of 2023.

Production faces many difficulties and challenges
The conference assessed that this year, winter crop production has favorable factors when some areas of summer-autumn crop cannot be produced due to lack of water, creating conditions for people to sow early and expand the area.
However, proactive solutions are needed to cope with the very specific difficulties related to weather. Heavy rains, thunderstorms, whirlwinds, and hail during the transitional season coincide with the planting season, posing a high risk of causing damage to production. Labor is scarce, while mechanization of land preparation on rice fields is still limited. The risk of rats and pests; the ability to drain water is not guaranteed, and product output is unstable, still greatly affecting production. Meanwhile, the direction, organization of production, and investment resources for agriculture in some localities are not really drastic and commensurate with the potential.

This winter crop, based on difficulties and advantages, Nghe An strives to achieve the highest production level in terms of area, productivity, and output, with the motto of safe production and promoting all resources for investment in developing production in the direction of goods, high economic efficiency, and increasing production value.
In particular, expanding the area of crops that bring high economic value; promoting the connection between farmers and enterprises in production and product consumption, in order to increase value and stabilize production.

The whole province strives to plant 35,185 hectares of winter crops of various kinds (19,500 hectares of corn; 1,400 hectares of peanuts; 12,600 hectares of vegetables and beans of various kinds; nearly 1,700 hectares of sweet potatoes and potatoes). Of which, the area on riverbank alluvial land is about 7,765 hectares, the area on coastal fertile land is about 4,518 hectares, the area on rice land is 2,850 hectares and the area on copper fertile land is about 20,052 hectares. The output reaches 425,770 tons.
Special attention to drainage issues
To achieve that goal, the agricultural sector has arranged suitable production areas based on the advantages of each region, natural conditions, geographical location and the level of intensive farming of the localities. Technical solutions such as arranging the structure of varieties and seasons, care, plant protection, irrigation... are specifically built, suitable for the conditions of each land area.

Speaking at the conference, Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee emphasized: Winter crop production, in addition to other factors, needs special attention to drainage and crop protection. Localities must focus on repairing and dredging canals, works, electromechanical equipment, dredging channels, suction tanks of pumping stations, ensuring 100% of machines and works operate well to serve production. There are proactive response plans when heavy rains and floods occur, in which it is necessary to pay attention to vegetables, peanuts and some corn areas on 2-rice land during the rainy and stormy season.

At the same time, promote the application of scientific, technical, technological advances, mechanization in production and safe production processes according to VietGAP standards, organic production on vegetables, tubers, and fruits of all kinds; link production, product consumption, well manage the quality of agricultural materials, fully implement State policies to encourage the winter crop production movement.
In addition to the province's policy, it is recommended that districts, cities and towns proactively allocate local budgets and make the most of all resources to support farmers in investing in production development, especially expanding effective models locally.
The Vice Chairman of the Provincial People's Committee also directed the Department of Agriculture and localities to focus on developing safe and sustainable livestock farming; and to do a good job of disease prevention and control in the last months of the year.
Nghe An has the largest livestock and poultry herd in the country, with a variety of livestock. The industry's recommendations on allocating funds to implement the Livestock Development Project and disease prevention and control plans; restoring the district-level livestock and veterinary station system, and requesting the Department of Agriculture and Rural Development to submit to the province for early consideration and handling.
At the conference, the Department of Agriculture and Rural Development proposed that the Provincial People's Committee consider providing financial support for farmers to grow corn, vegetables of all kinds on rice land and grow potatoes in association with and consume products in the winter crop of 2023. With support levels including:
1- Maximum support of 1,500,000 VND/ha for buying corn seeds and various vegetables on rice land.
1. Maximum support of 10,000,000 VND/ha for purchasing potato seeds with a contract to link and guarantee products.
The total estimated support budget for both of the above contents is 6,552 million VND (Six billion, five hundred and fifty-two million VND). The form of support is in cash for farmers to directly purchase seeds.
