Overcoming several slopes hugging the dried-up Nam Mo River after days of screaming rain and floods, Na Nhu village, Ta Ca commune, Ky Son district (Nghe An) appears in the misty morning mist.

Na Nhu is a Khmu village - a place that is changing every day, most clearly visible are the brand new roofs under the hillsides. The joy of living in a new, sturdy, safe house... is clearly visible on every hard-working, weathered face.

In the house still smelling of new paint, a Khmu man in Na Nhu Cut Van Ky village kept holding our hands and said with tears in his eyes: “Now we feel secure, the house has been built solidly, no need to worry about the rain and wind anymore, just focus on making a living. Thank you to the Party and the State, thank you to the superiors for supporting us so that we have more funds to build houses.”

Then Mr. Ky added: With support of 46 million VND from superiors, our family also sold 4 cows, along with additional capital borrowed from the policy bank and neighbors supporting daily labor, we were able to finish.

Next to Mr. Ky’s house is the newly built house of Mr. Cut Van Cho and his wife. When we visited, Mr. Cho had just returned from the fields, his clothes were still dirty but his eyes sparkled when talking about the new house.

Mr. Cho and his wife have three children together. Life in the mountainous region is hard and lacking. All year round, Mr. Cho and his wife go up the mountain to work on the fields but only have enough to eat. Mr. Cho said: "With the support from superiors to build a house, the family is very happy. The couple is discussing trying to make a living to escape poverty and chase away suffering."

Currently, in addition to raising 5 cows, the family also has a pair of pigs that have just been supported by superiors under the sustainable poverty reduction livelihood model.

Leaving Na Nhu village when the sun was almost at its zenith, we visited Huoi Tho village, Huu Kiem commune. On the concrete road leading deep into the village, there were houses close together. When we visited Moong Van Hoi's family, we learned that he was working far away. Hoi's wife was shy, holding her child and sitting on the edge of the road, then softly said: With a new house, we feel very secure. I discussed with him to work hard to earn money to raise the child and rebuild the old kitchen.

Talking to us, the head of Huoi Tho village, Huu Kiem commune - Moong Van Thanh said: The whole village has 175 households, of which only 25 are poor. Everyone is working hard and striving to produce to chase away poverty. Since the housing construction support program was launched, many poor households with housing difficulties have been supported to rebuild their houses; this is a great motivation for people to try and improve their lives.

A new house was supported to be built to ensure the "3 hard" criteria (hard foundation, hard frame - wall, hard roof) in Huoi Tho, Huu Kiem commune, Ky Son district.

The houses supported for new construction in Ky Son district are 40 million VND from the capital of the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, Phase I: from 2021-2025, along with 6 million VND in support from the district Fatherland Front, family savings and a loan from the social policy bank.

Up to now, the whole Ky Son district has had 113 poor households supported with housing, adding to the joy of a settled life. In fact, the need for housing construction of the people of Ky Son is still very large. However, the low support level leads to many households having difficulty in building houses. The total capital supported by higher levels is less than 50 million VND; meanwhile, the price of raw materials in mountainous areas is very high.

Mr. Pham Van Hoa, Deputy Head of the Ethnic Affairs Department of Ky Son district, counted on his fingers: A house needs about 30 cubic meters of sand, each cubic meter costs 500,000 VND, which is 15 million VND; buying 10,000 dashboard tiles costs 25 million VND; 10 tons of cement costs 15 million VND. Roughly calculating, it is very difficult for disadvantaged households. Therefore, superiors need to study and consider adjusting the support price to 60-70 million VND/house, depending on the region.

From the capital source of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas, Phase I: From 2021-2025, 580 households across Nghe An province have had access to funding to build new houses that meet the criteria of "3 hard: hard foundation, hard frame - wall, hard roof". Just that much has kindled the faith and will to live for those who still have many hardships.

From the loan capital to support housing construction and economic development for ethnic minority and mountainous areas; through the Social Policy Bank system of the entire Nghe An province, the outstanding debt of specific policies for ethnic minority and mountainous areas as of June 30, 2024 is over 1,238 billion VND, for 26,408 ethnic minority households.
