The Russian Defense Ministry announced that its military intercepted two converted Ukrainian S-200 long-range air defense missiles in Rostov region.

"Ukrainian authorities carried out a terrorist attack on civilian infrastructure near Taganrog, Rostov region using S-200 air defense missiles modified to attack ground targets," the Russian Defense Ministry announced on July 28.
Russian air defenses detected and intercepted the missile, with debris falling over the port city of Taganrog. "Several buildings were damaged as a result of Ukrainian terrorist acts. There were civilian casualties," the Russian Defense Ministry said.
Vasily Golubev, governor of Rostov, said 15 people were slightly injured by debris from the explosion in the city centre of Taganrog. "There were no fatalities. Ambulances took some of the victims away," Golubev said. "Nine people are in hospital, one had to undergo surgery."
According to Governor Golubev, the epicenter of the explosion was at the Taganrog Art Museum, destroying the walls and roofs of buildings there. Windows of a nearby three-story apartment building were damaged.
The Russian Defense Ministry later announced that Ukraine "once again carried out a terrorist attack with a modified S-200 anti-aircraft missile", which was intercepted near the town of Azov in Rostov Oblast. Fragments of the second S-200 missile fell in an uninhabited area.
Ukraine has not commented on the attack. Ukrainian officials rarely comment on military operations outside their borders.
Russia's western provinces have been frequently attacked by artillery and drones since the conflict between the country and Ukraine broke out in late February 2022, but missile strikes have been rare.
The city of Taganrog is located on the coast of the Sea of Azov, about 40 km from Donetsk Oblast. Taganrog is on the road to the port city of Mariupol in Donetsk Oblast, which Russian forces took control of in May 2022 after a nearly three-month offensive.
