Solid foundation on the digital transformation journey in Ha Tinh

The Resolution of the 19th Ha Tinh Provincial Party Committee on digital transformation was issued in October 2021 and has been implemented methodically and synchronously by all levels and sectors with many contents and solutions in leadership, direction, and implementation by Party committees, authorities, and socio-political organizations. Along with investment in infrastructure, platforms, and digital data, digital transformation is being strongly implemented in the activities of Party and government agencies as well as production and business of people and enterprises.

Along with investment in infrastructure, platforms, and digital data, digital transformation is being strongly implemented in the activities of Party and government agencies as well as production and business of people and enterprises.

Ha Tinh Department of Information and Communications and units VNPT, Viettel, FPT, MisaEsigs signed cooperation agreements on services related to digital transformation.

The 5 key programs and 3 strategic breakthroughs of the Resolution of the Ha Tinh Provincial Party Congress for the 2020-2025 term identify the key tasks of developing digital infrastructure; building e-government; promoting digital economic development... This policy was soon concretized by the specialized Resolution No. 05-NQ/TU dated October 22, 2021 of the Provincial Party Committee on focusing on leading and directing digital transformation (CDS) in Ha Tinh province for the period 2021-2025, with a vision to 2030. To perfect institutions and policies, the Provincial People's Committee has also issued a Digital Transformation Project; issued a list of shared databases; a list of administrative procedures eligible for deploying full-scale online public services; established a Provincial Digital Transformation Steering Committee; merged the community Digital Transformation team and the working group implementing Project 06 in villages and residential groups...

Mr. Dau Tung Lam - Director of the Department of Information and Communications said that in order to have a long-term implementation orientation for the period up to 2025, with a vision to 2030, Ha Tinh has worked with the Ministry of Information and Communications and related ministries and branches to receive advice, support, and create favorable conditions for implementing digital transformation tasks in the area. In addition, the province has organized the signing of digital transformation cooperation agreements with leading technology enterprises such as Viettel, VNPT, Mobifone, FPT, etc.

Political organizations and unions in the province promptly direct, disseminate and integrate digital transformation contents in program development, plans and implementation of work aspects.

Departments, branches and localities have basically completed the development of digital transformation plans or projects for the 2021-2025 period. Political organizations and unions in the area have promptly directed, thoroughly grasped and integrated digital transformation contents in the development of programs, plans and implementation of work activities; community digital transformation teams, with the unified combination of secretaries or village heads, union officials, police and village-level associations, have created a bridge to propagate policies and guidelines on digital transformation work, while at the same time, bringing technological values ​​to each village and each person.

To soon complete the set goals and tasks, Ha Tinh has been issuing many policies and programs to support digital transformation. If previously, the locality spent about 20-30 billion VND each year, by 2022, the whole province had spent more than 180 billion VND on digital transformation activities. In 2023, up to this point, the Provincial People's Council and Provincial People's Committee have allocated a budget of 130 billion VND to serve the construction of digital platforms, databases, application software for fields in Ha Tinh and related contents on digital transformation.

Huong Khe district makes good use of socialized resources to effectively implement digital transformation tasks.

In particular, many sectors and localities have effectively utilized socialized resources to effectively implement this key task. Mr. Tran Quoc Bao - Vice Chairman of Huong Khe District People's Committee said that as a disadvantaged locality, the funding source for organizing the Digital Transformation Festival in communes and towns is quite limited. Therefore, the locality coordinated and called for socialized resources from businesses to implement (on average, accounting for about 30% of the organization cost). Up to now, 21 communes and towns in Huong Khe district have organized Digital Transformation Festivals, attracting nearly 20,000 participants. At the festivals, there were over 29,000 successful registrations, the most popular of which was the service of guiding and setting up accounts for people on the national public service portal. In addition, there are services in the fields of banking, electricity, social insurance; setting up electronic identification...

Thanks to policies and programs to improve human resources, Ha Tinh is currently maintaining a basically stable IT staff.

Along with institutions and policies, digital human resources are an important factor in implementing digital transformation effectively and sustainably. In Ha Tinh, thanks to timely attraction policies, the province is currently maintaining a basically stable team of information technology (IT) staff. In addition, most of the cadres, civil servants and public employees in agencies and units have made strong changes in terms of awareness, perception and readiness for digital transformation; the IT application skills of cadres are generally quite good.

In digital transformation, the construction and development of digital infrastructure and digital data play a very important role. Since implementing the National Digital Transformation Program, Ha Tinh has prioritized resources to deploy investment in digital infrastructure and specialized database platforms... Thanks to that, many BTS stations have been promptly added and coverage of residential areas has been improved. Up to now, the whole province has over 21,000 km of intra-provincial optical cable; 3,250 BTS stations (3G, 4G), covering 99% of residential areas. At the same time, the infrastructure of IT equipment in agencies and units has also been invested in and upgraded; the grassroots broadcasting system has been increasingly invested in modernizing, improving the effectiveness of communication work.

Currently, the whole province has over 21,000 km of fiber optic cable and 3,250 BTS stations (3G, 4G).

Currently, all levels, sectors and localities are also focusing on digitalization to form database systems to manage specialized sectors and fields. In particular, many national databases have been cleaned, enriched and integrated into the province's shared platforms by agencies and units. In particular, some sectoral data have been connected and synchronized in the province such as: land, population, administrative procedures (TTHC), finance, social insurance, enterprises, the field of labor, invalids and social affairs...

In the process of coordinating with the Ministry of Public Security to complete the province's population database, Ha Tinh has closely followed the direction of the Government, ministries, departments and central branches on implementing the tasks of Project 06; Ha Tinh is also the second locality nationwide to complete the issuance of citizen identification cards (80 days ahead of schedule); received more than 1 million records, activated more than 870,000 electronic identification accounts, reaching 101% of the target assigned by the Ministry of Public Security. In addition, it has exploited citizens' residence information on the provincial administrative procedure settlement information system instead of requiring people to present household registration books and temporary residence books; built 207 online public service models at one-stop departments at all levels; reviewed and equipped computers, scanners... to serve people in submitting online applications and serving data digitization...

Ha Tinh is the second locality nationwide to complete the activation of electronic identification accounts, reaching 101% of the target assigned by the Ministry of Public Security.

The construction and connection of national databases have also helped many sectors and fields to better perform the task of State management and serving the people. Mr. Tran Huu Khanh - Deputy Director of the Department of Natural Resources and Environment shared that thanks to the connection of land data, the settlement of administrative procedures in this field has been significantly improved. In particular, transparency in the settlement of administrative procedures is ensured; people can also monitor the progress of the procedure settlement through the online public service portal. Along with that, State agencies are also more convenient in providing cadastral information to people and businesses (thanks to the availability on the system). In addition, the land sector has also been connected with the tax sector, related procedures are carried out entirely online.

After putting the land database into operation, the Ha Tinh Department of Natural Resources and Environment has had more advantages in looking up and providing information to people and businesses.

Reality also shows that the digitization of data and online transactions pose a series of challenges and potential new risks in information security. Therefore, Ha Tinh is focusing on ensuring information security, ensuring safe and sustainable digital transformation. Mr. Nguyen Thanh Lam - Deputy Director of the Center for Information Technology and Communications (Department of Information and Communications) said that to ensure data and information security, as a standing agency, the Network Information Security Incident Response Team (under the center) has deployed the installation of centralized anti-malware software at agencies and units in the province (implemented at 1,036 workstations, 5 servers and is continuing to expand). Along with that, the organization has approved the proposal for information system security level for 100% of information systems. Building a network information security monitoring system (SOC); Deploy the installation of centralized anti-malware management software at the Center and agencies and units. Deploy investment in equipment and software to ensure information security at the Provincial Data Integration Center and information systems of State agencies in the province.

The Cyber ​​Security Incident Response Team has deployed centralized anti-malware management software at agencies and units in the province.

In addition to the achieved results, the implementation of the digital transformation task still faces many difficulties and challenges. Although the province has issued a system of guidelines and policies, and outlined an implementation roadmap, in reality, the concretization of institutional goals and tasks in each sector and each locality has not been consistent. In addition, although there have been policy priorities, the annual budget for digital transformation has not yet met practical needs. From a low starting point in digital transformation, the database system of sectors in the province is still small and scattered, and has not yet formed a shared data system and open data. Some models of IT application and digital transformation have not been consistent and unified nationwide.

Officials, civil servants, public employees and people of Ha Tinh are excited to experience digital signature services.

Therefore, in the coming time, in addition to continuing to effectively implement Resolution 05 and directive and management documents, Ha Tinh will continue to research and develop more policies on digital transformation to meet practical conditions; take synchronous steps in investing in digital infrastructure, digital platforms and databases. Thereby continuing to promote digital transformation, develop the digital economy, digital society, ensure network information security, contributing to optimizing the implementation of socio-economic development goals and tasks in the new period.
