In the past, in the mountainous district of Yen Lap, whenever the names of places such as Nhoi, Dang, Bop, Gay, Dong Mang... were mentioned, they sounded far away and isolated, and almost everyone was afraid to go there. However, now, wide roads have connected the remote villages, and the lives of the people have changed a lot.

Previously, it took a whole day to get from the center of Yen Lap district to Sau Khe area of ​​Trung Son commune, with many means of transport, including walking. Therefore, this isolated land in the upper stream of Ngoi Gianh became even more remote and isolated. Now, the road from Xuan An over Cong Gioi slope to Trung Son, 14.2km long, and the road from the center of Trung Son commune along Ngoi Gianh lake, over Tong Nhat mountain, Tranh Yen mountain to Sau Khe area, 15km long, has been paved with asphalt and concrete, flat and wide. "Thanks to the road, the lives of the people here are now much different. Difficulties no longer hinder the people" - Vice Chairman of Trung Son commune, Phung Xuan Lien, welcomed us with a very firm handshake and joy when talking about the new roads.

After the Ngoi Gianh reservoir project (with a designed capacity of nearly 37 million m3) was completed in 2023, the main road from Xuan An to Trung Son was also upgraded by the Provincial People's Committee, making travel less difficult. Thanks to the Ngoi Gianh reservoir and the new road, Trung Son, from its isolated location in the mountains and forests, has welcomed many travel groups to learn about and organize community tours and eco-tourism, something that people in this remote area did not dare to dream of before.

Sharing the joy of the new roads, Deputy Head of the Ethnic Affairs Department of Yen Lap district Nguyen Khuyen added: Due to the strongly separated terrain with many high mountain ranges, steep slopes and a system of narrow and steep streams, creeks and streams, not only in Trung Son but also in many highland communes of Yen Lap such as Xuan An, Xuan Vien, My Lung, My Luong... from the commune center to the villages used to be very far because they had to go around. Determining that infrastructure development is a breakthrough with an important foundational role in socio-economic development, Yen Lap district has focused on exploiting and effectively using support resources from the Central and the province. At the same time, the district has also increased the mobilization of internal resources and contributions and support from people, businesses, organizations, individuals... to synchronously develop socio-economic infrastructure associated with the implementation of the National Target Program on new rural construction.

Along with the investment programs and projects of the province, the central ministries and branches in the district, implementing the essential infrastructure investment project under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period (abbreviated as Program 1719) approved by the Prime Minister on October 4, 2021, Yen Lap district has allocated capital to implement 116 projects, including 63 traffic infrastructure projects, the rest are other essential infrastructure projects, such as: Cultural houses of residential areas, medical stations, schools, irrigation works... Inter-village and inter-village roads, especially bridges replacing culverts, overflows across streams and canals have been completed, making the travel of people in general and students in particular much more convenient. Thanks to that, the policy of merging separate schools has been implemented quite well. The economic potential of forestry is also better exploited.

Mr. Dinh The Su - a resident of Zone 5, My Lung commune, excitedly said: Due to the separation by Lao stream, previously, from Zone 4 to Zone 5, people had to travel a "circle" route with a length of about 15km. The state's investment in building Ung bridge not only connects Zone 4 with Zone 5 but also connects the traffic network of My Lung commune with Chan Thinh commune, Van Chan district, Yen Bai province, contributing significantly to helping My Lung accelerate on the way to the finish line in building new rural areas.

Excited about the improvement of the local transport infrastructure, female Party cell secretary and head of Nhoi area, Trung Son commune, Dinh Thi Linh, said: Thanks to the concrete inter-village transport system, people can travel, sell cinnamon trees, pigs, chickens, and exploit forest wood more easily, so their lives are increasingly better. Also thanks to the convenient road, students in the Mong ethnic minority village of Khe Nhoi no longer have to study at a separate school but have gone to Trung Son primary boarding school to study, which helps them integrate more easily and gain more advantages in acquiring and improving their knowledge.

Improve infrastructure to improve people's lives

In general, from 2021 to present, the total capital plan for essential infrastructure investment, serving production and life in ethnic minority and mountainous areas and public service units in the ethnic sector of Yen Lap district is over 114 billion VND, of which more than 105 billion VND has been disbursed, reaching 92.5%. From the above capital source, the District Construction Investment Management Board and localities in the area have invested in construction and maintenance of 63 traffic infrastructure works; 5 projects to build classrooms; build and upgrade dozens of cultural houses and community activity houses in extremely difficult villages and hamlets; renovate and upgrade medical stations; Investing in building, renovating and upgrading the market network in ethnic minority and mountainous areas in Ngoc Dong and Xuan Vien communes... In particular, the program has also clearly promoted its effectiveness with ethnic policies being implemented correctly, sufficiently and promptly, helping to stabilize and improve the quality of life of the people, especially ethnic minorities.

By the end of 2024, the average income per capita in Yen Lap will reach 45 million VND/year; poor households will decrease by 1.53% (exceeding the plan by 0.03%); near-poor households will decrease by 1.55% (exceeding the plan by 0.55%); the rate of rural population using clean, hygienic water will reach 97.05% (up 1.05% compared to the plan and up 0.15% over the same period); 100% of ethnic minorities will participate in health insurance; 100% of health stations will be solidly built, 100% of communes will have asphalt or concrete roads to the center... School and classroom infrastructure will be invested in to ensure the conditions and standards of teaching and learning for current students and teachers and will be oriented towards higher levels. Cultural and sports activities will be widely developed and their quality will be improved.

Talking to Phu Tho Newspaper, comrade Ha Viet Hung - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Yen Lap district said: In the capital structure for implementing Program 1719 of Yen Lap up to now, the capital for investing in essential infrastructure, serving production and life in ethnic minority and mountainous areas has been disbursed the best with 92.5%. That shows that, for a locality with limited resources like Yen Lap, mobilizing capital from the Central and the province is extremely important, especially in investing in infrastructure such as roads, electricity and other civil works. In particular, the investment in essential infrastructure, serving production and life in ethnic minority and mountainous areas in recent times in Yen Lap has shown that this is a fundamental and sustainable solution to shorten the gap between regions, arouse and strongly promote the internal strength of ethnic minority and mountainous areas on the development journey.

In the coming time, to continue to effectively implement the program, in addition to promoting propaganda work, closely following reality, synchronously implementing solutions on capital mobilization, inspection and supervision, the district will invest in a focused, key and sustainable manner in order of priority for each investment location, beneficiaries, on the need to solve the most urgent problems of each program on socio-economic infrastructure and production development of the people. In particular, in 2025, Sub-project 4 (Investment in essential infrastructure, serving production and life in ethnic minority and mountainous areas and public service units in the ethnic sector) has been allocated 33 billion VND, focusing on investment, building new roads to commune centers, inter-commune roads, and bridges connecting communes in area III and extremely disadvantaged villages.
