The 2023 PII index has 52 indicators, divided into 7 pillars, including: 5 input pillars reflecting factors that facilitate socio-economic development based on science, technology, and innovation: Institutions; human capital and research and development; infrastructure; market development level; business development level. 2 output pillars reflecting the impact of science, technology, and innovation on socio-economic development: Knowledge, creativity, and technology products; impact.
Comrade Bui Minh Hai, Deputy Director of the Department of Science and Technology, said that the PII index is a new index with many component indicators and data related to many industries and fields. The results of PII 2023 will help the province clearly identify the strengths and weaknesses of each component index, including: Enterprise development level, market development level, human capital, research and development, knowledge products, innovation and technology, etc.
From there, it helps provincial leaders plan the right policies and strategies to promote the strong socio-economic development of our province in the coming time. For investors, the PII assessment results will be useful reference information about the local investment environment to make appropriate investment decisions. However, direct comparison between localities is only relative because each locality has different conditions, characteristics and different development orientations.
Tuyen Quang has a number of high-scoring indicators such as: fair competition; administrative reform; industrial land area with built infrastructure; rate of innovative start-up enterprises; labor productivity growth rate; collective trademark registration applications. Some low-scoring indicators include: government dynamism; ratio of spending on science and technology; infrastructure; credit for the private sector; enterprise density; contribution to the country's GDP; average annual production and business capital of enterprises; plant variety registration applications; number of newly established enterprises; export value, etc.
According to statistics, up to 40% of enterprises in the province face difficulties in credit, while access to land is currently facing many difficulties, lack of land funds, lack of trained labor; leaders of Party committees and authorities in some localities are not really open, accompanying and supporting science and technology with enterprises; there is little cooperation between enterprises and scientific and technological organizations in conducting research, development and innovation; infrastructure has not yet met the needs of innovation such as ICT infrastructure, ecological environment, etc.
In recent times, the province's financial mechanism and policies for science and technology have been innovated in the direction of gradually increasing the proportion of expenditure on science and technology in the total state budget expenditure, each year higher than the previous year, and diversifying investment sources for science and technology development.

Research and application activities of science and technology in the province have been innovated in a focused and key direction, closely following the 3 breakthroughs and 5 key tasks set out in the Resolution of the 17th Provincial Party Congress (term 2020 - 2025). Many scientific and technical advances and technological processes have been transferred to businesses and people for application in production. The province focuses on building and promoting brands for local specialties and key products, gradually bringing products to the international market, creating concentrated commodity production areas, and increasing product value.
The Provincial Public Administration Service Center is considered an important nucleus to create a breakthrough in administrative procedure reform and administrative modernization. Comrade Nguyen Van Hieu, Deputy Director of the Provincial Public Administration Service Center, said that in addition to investing in a synchronous equipment system, to further improve the efficiency of serving people and businesses, the Center has implemented the posting and publicization of the list of administrative procedures in the form of QR Code of 20/20 agencies and units; promoting the implementation of centralized fee and charge collection through direct and online payment methods, and payment by QR Pay code with free services.
At the same time, the Center has deployed the Zalo OA application in receiving, processing and returning results of administrative procedures. Thereby contributing to ensuring professionalism and transparency in the process of implementing administrative procedures. In 2023, the Center received 60.9% of administrative procedure records via online public services, an increase of more than 23.4% compared to 2022.
Comrade Bui Minh Hai, Deputy Director of the Department of Science and Technology, said that in order for the province's local innovation index to continue to improve in 2024 and the following years, the Department will actively advise the Provincial People's Committee to direct the implementation of tasks and solutions on science, technology and production and business activities; departments, branches and localities need to improve their management skills, increase dynamism; strengthen decentralization and strong and reasonable delegation of power between levels of government, between superiors and subordinates, associated with authority and responsibility; flexibly implement solutions to difficulties for businesses with specific actions; investment in innovation infrastructure needs to be more systematic; continue to implement "4 on-site", "5 on-site" at public administrative service centers. At the same time, actively promote the meaning and importance of the local innovation index, proactively coordinate with provincial departments and branches to advise on additional indicators to accurately assess the province's current situation.
