Southeast leads in socio-economic development index
Deputy Minister of Science and Technology (MOST) Hoang Minh said that PII is the only comprehensive index currently providing a realistic and comprehensive picture of the current status of the socio-economic development model based on science, technology and innovation (S&I) of each locality. The development of the PII in Vietnam has been highly appreciated by the World Intellectual Property Organization (WIPO). Vietnam is one of five countries in the world that have successfully developed this index.
According to the analysis and evaluation results of PII 2024, among the 10 localities leading PII 2024, there are 5 centrally-run cities and 5 localities with developed industry and services. Specifically, 3 localities did not change their leading positions: Hanoi ranked 1st, Ho Chi Minh City ranked 2nd and Hai Phong ranked 3rd. The following localities include: Ba Ria - Vung Tau ranked 4th (PII 2023 ranked 7th), Da Nang ranked 5th (PII 2023 ranked 4th), Quang Ninh ranked 6th (PII 2023 ranked 9th), Can Tho ranked 7th (PII 2023 ranked 5th), Binh Duong ranked 8th (unchanged compared to PII 2023), Thai Nguyen ranked 9th (PII 2023 ranked 10th) and Bac Giang ranked 10th (PII 2023 ranked 11th).
Among the top 10 localities in PII 2024, there are 3 localities in the Red River Delta (Hanoi, Hai Phong, Quang Ninh), 3 localities in the Southeast region (Ho Chi Minh City, Ba Ria - Vung Tau, Binh Duong), 2 localities in the Northern Midlands and Mountains region (Thai Nguyen, Bac Giang), 1 locality in the North Central and Central Coast region (Da Nang) and 1 locality in the Mekong Delta region (Can Tho). Compared to the top 10 rankings in 2023, Bac Ninh dropped to 11th place, replaced by Bac Giang.
In 2024, the localities in the Southeast region surpassed the localities in the Red River Delta region to have the highest average score among the 6 socio-economic regions with 43.10 points. The localities in the Red River Delta region had the second highest average score, reaching 42.77 points, followed by the localities in the North Central and Central Coast regions with 35.64 points and the Mekong Delta with 33.69 points. The two regions of the Northern Midlands and Mountains and the Central Highlands continued to have the lowest scores, with 32.03 points and 31.60 points, respectively.
By income group, the 2024 PII scores of localities are generally correlated with their per capita income. Localities with high per capita incomes achieved the highest average score, 44.55 points. Localities with low per capita incomes had a large gap in scores compared to the high-income group, 17.33 points lower.
Providing scientific basis for socio-economic development
Deputy Minister of Science and Technology Hoang Minh said that in the world, before Vietnam, so far there have been only 4 countries that have successfully built and implemented the PII index: India, the United States, Colombia and China. The construction of the PII index in Vietnam has been highly appreciated by the WIPO.
After the PII 2023 was announced, many localities actively studied the meaning, content, and calculation methods of each component index, organized research, analyzed the results to issue and implement policies to promote strengths and overcome weaknesses that the PII 2023 results pointed out. To date, more than 30 localities have issued plans to improve the PII index.
The assessment results show the consistency and similarity between the PII 2024 results and the socio-economic development status of localities. The localities in the leading group are those with favorable natural and geographical conditions (concentrated in the Southeast and Red River Delta regions), with industry - construction and services accounting for a high proportion in the economic structure, with many industrial parks, developed infrastructure and strong science, technology and innovation activities. On the contrary, the localities in the bottom group are those with limitations in socio-economic development, with geographical locations and natural conditions that are not favorable for the development and application of science, technology and innovation in socio-economic development (concentrated in the Central Highlands and the Northern Midlands and Mountains).
Deputy Minister Hoang Minh emphasized that the PII Index provides scientific basis and evidence on strengths, weaknesses, potential factors and necessary conditions for socio-economic development based on science, technology and innovation of each locality. Thereby, it helps local leaders identify and select appropriate policies, orientations and solutions for local socio-economic development, which is also to implement Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology and innovation development and national digital transformation to bring the country to strong development in the new era.
