According to the 2024 Global Innovation Index (GII) report of the World Intellectual Property Organization (WIPO), this year Vietnam continued to improve its innovation input ranking by 4 places compared to 2023, from 57th to 53rd. Innovation input includes 5 pillars: institutions, human resources and research, infrastructure, market development level, and business development level.
Innovation output increased four places compared to 2023, from position 40 to 36 (innovation output includes 2 pillars: knowledge and technology products, creative products).
Vietnam maintained its second position in the group of lower-middle-income countries. The lower-middle-income country above Vietnam is India, ranked 39th.
In addition, there are 5 countries with high average income ranked above Vietnam (China ranked 11th, Malaysia ranked 33rd, Turkey ranked 37th, Bulgaria ranked 38th and Thailand ranked 41st), the rest of the countries ranked above Vietnam have developed industries and are in the high-income group.
In the ASEAN region, Vietnam ranks 4th (after Singapore, Malaysia and Thailand).

According to WIPO's GII 2024 report, Vietnam is recognized by WIPO as one of the eight middle-income countries that have improved their rankings the most since 2013 (including China, Türkiye, India, Vietnam, the Philippines, Indonesia, Iran and Morocco).
Vietnam is also one of three countries holding the record for having outstanding achievements compared to its development level for 14 consecutive years (including India, Moldova and Vietnam).
In a video speech at the GII 2024 Report launch event, Prime Minister Pham Minh Chinh emphasized that innovation is an objective requirement, a strategic choice and a top priority for countries in the process of rapid and sustainable development and leaving no one behind.
In the process of innovation, Vietnam identifies the viewpoint of taking people as the center and subject, and people must truly enjoy the fruits of innovation.
According to the Prime Minister, innovation affects the entire population, comprehensively and globally, affecting socio-economic development, so we must have a global approach, a people-wide approach, promote multilateralism, and call for international cooperation in the process of promoting innovation.
"Vietnam identifies education and training, science and technology as the top national policy, in which innovation is both the driving force, the resource, and the goal of development, contributing to the cause of national construction and defense, contributing to promoting the building of a strong and prosperous Vietnam, and the Vietnamese people becoming increasingly happy and prosperous.
We are very grateful, respectful and appreciative of the assistance of international organizations, including WIPO, as well as scientists and experts who have come to cooperate and help us in the process of promoting innovation to serve the country's rapid and sustainable development," said the Prime Minister.
GII is a prestigious toolkit for assessing national innovation capacity in the world, reflecting the socio-economic development model based on science, technology and innovation of countries. Through that, countries can see the overall picture as well as their strengths and weaknesses.
Over the past time, the Government has used this index as one of the important management and administration tools and has assigned ministries, agencies and localities to share responsibility for improving the index.
The Ministry of Science and Technology is assigned to be the focal point for monitoring and general coordination. Since 2017, Vietnam's GII has continuously improved, rising from 59th place (in 2016) to 44th place in 2024.
