WILL CONVINCE SOCIETY OF THE RESULTS OF INNOVATION
After 4 years of implementation by grade and level, in the 2024-2025 school year, the implementation of the 2018 General Education Program will complete the cycle with the final grades of each level including grade 5, grade 9 and grade 12. This will also be the first school year that the high school graduation exam will be organized according to the new plan to meet the requirements of the innovation of the General Education Program.
This school year has two important tasks: implementing the 2018 General Education Program for the final grades of all levels, and preparing conditions for organizing the 2025 high school graduation exam.

On the eve of the new school year, sharing with the press, Mr. Nguyen Kim Son, Minister of Education and Training, acknowledged: "Although the recent journey of general education reform has had many difficulties, it also shows the determination and efforts of the entire political system, authorities at all levels and the entire education sector to gradually form innovative thinking in those who implement and benefit from innovation and convince society of the positive results of innovation". The Minister of Education and Training said that the Ministry has made preparations since previous school years. For example, the high school graduation exam plan from 2025 has been developed, widely consulted and received a very high consensus from society. Immediately after the plan was issued, the Ministry of Education and Training began preparing for the 2025 high school graduation exam. It is expected that the 2025 high school graduation exam regulations will be issued in November 2024. The long-term stability of the exam regulations has also been taken into account in the drafting process to facilitate students, teachers, schools and localities in implementation. "In addition, the preparation process for the 2025 high school graduation exam needs to be piloted on a fairly large scale for evaluation, so the Departments of Education and Training have prepared plans for this work, and at the same time rehearsed to avoid risks when implementing the official exam," said Mr. Kim Son. This school year has two important tasks: effectively implementing the 2018 General Education Program for the final grades of all levels, and preparing conditions for organizing the 2025 high school graduation exam.
ADJUSTMENT OF UNIVERSITY ENROLLMENT
Along with the innovation of the high school graduation exam, the head of the education and training sector also shared the policy of adjusting university admissions: "In the context of general education entering the final stage of innovation, the high school graduation exam enters the first year of implementation according to the new plan, adjustments and innovations in admissions are necessary to respond to the entire innovation from general education to university education". From this orientation, Mr. Nguyen Kim Son said that the Ministry of Education and Training is reviewing and finalizing the draft of new admission regulations for 2025 with the general spirit of simplification, creating convenience for students and society, ensuring the quality of admissions and fairness of opportunities for candidates. Higher education institutions are still in the spirit of autonomy in admissions but will have to further promote social responsibility.
CREATE TRUST AND PEACE OF MIND FOR TEACHERS
The Ministry of Education and Training said that in the 2024-2025 school year, the number of teachers still lacking increased by 19,856 (the number of preschool teachers lacking increased by 6,000, and the number of general education teachers lacking increased by 13,856). The main reason is the increase in the number of students, leading to an increase in the number of classes. Minister Nguyen Kim Son emphasized the fact: "The development of education depends on the development of the teaching staff. The results of educational innovation depend on the innovation of each teacher." From that, Minister Son said that the quality of an education depends on a very important part, which is the quality of the teaching staff. The quality of teachers depends on many factors. In addition to individual efforts, the spirit of continuous learning of each teacher, policies, working environment, methods of selecting, recruiting and developing teachers play an important role. Mr. Nguyen Kim Son said: The Ministry of Education and Training has directed localities to recruit all quotas and place orders for teacher training; universities actively organize training in conjunction with new subjects, teachers teaching ethnic languages... The Ministry of Education and Training will continue to perfect the system of policies and laws to enhance the status of teachers; including the Law on Teachers which will be submitted to the National Assembly, creating a legal corridor for the promulgation of policies on remuneration, recruitment, use, management, honor, reward... and empowering the education sector to proactively recruit, mobilize and arrange teachers. In recent times, preferential policies for pedagogical students, changes in basic salaries... have had a positive impact on students' choice to study pedagogy; many localities have issued and implemented specific mechanisms and policies to create motivation to attract and "retain" teachers; The Law on Teachers is being developed based on practical requirements... On August 27, the draft Law on Teachers was commented on by the Government at the Special Session on Law Development to complete and submit to the National Assembly Standing Committee according to regulations. According to the plan, this draft law will be submitted to the National Assembly for consideration and first comments at the 8th session (October 2024) and considered and approved at the 9th session (May 2025). "All of this shows that there have been important movements to resolve the difficulties arising from the issue of staffing," Mr. Nguyen Kim Son shared.
Prime Minister Pham Minh Chinh requests to reduce pressure on high school graduation exams and add staff
Prime Minister Pham Minh Chinh issued a Directive on strengthening conditions to ensure effective implementation of tasks for the 2024-2025 school year with the motto: "Taking students as the center; teachers as the driving force; schools as the support; families as the fulcrum; society as the foundation". The Prime Minister requested the Ministry of Education and Training, relevant ministries, agencies and People's Committees of provinces and centrally run cities to focus on implementing a number of specific tasks. Regarding the first high school graduation exam implemented under the 2018 General Education Program, the Prime Minister requested the Ministry of Education and Training to fully and thoroughly prepare conditions for organizing the exam to ensure quality, safety, seriousness, efficiency, reduce pressure, and create favorable conditions for students. Review and arrange the network of university and pedagogical college education institutions in association with improving quality; promote university autonomy, especially financial autonomy; Implement autonomy in a practical manner, linked with accountability, publicity and transparency; prepare well for university and college enrollment in 2025. Direct the strengthening of coordination between families, schools and society in educating children, students, especially in preventing school violence, preventing crimes and social evils among students, ensuring school security and safety. The Prime Minister also assigned the Ministry of Education and Training to continue coordinating with the Ministry of Home Affairs and localities to review the number of teacher positions to propose to the Central Government to supplement the education sector; the Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training to inspect and urge localities to recruit teachers according to the assigned positions, overcome the surplus and shortage of teachers in educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" but must be suitable to local realities and effective in arrangement. The Ministry of Finance balances the central budget for education and training, especially the budget to support localities in implementing the Project to ensure facilities for preschool and general education programs for the period 2017 - 2025. With the provincial People's Committees, the Prime Minister requested to review, arrange and regulate preschool and general education teachers among educational institutions in the area to overcome the situation of local surplus and shortage of teachers; recruit teachers according to the number of positions assigned by competent authorities, research and have mechanisms and policies to attract teachers to work and stay long-term in the locality. Continue to review, organize and arrange educational institutions, reasonably adjust class sizes, reduce remote schools, increase semi-boarding and boarding schools associated with improving the quality of education and training; form multi-level general schools suitable to local conditions, ensuring convenience, meeting the learning needs of children, students studying 2 sessions/day; Allocate land for the construction of educational facilities when planning new urban areas...; strengthen direction, guidance, and inspection of educational facilities in the implementation of financial revenue and expenditure management, and publicize revenues at the beginning of the school year to ensure compliance with regulations.
More than 25 million students enter the new school year
According to the Ministry of Education and Training's summary updated as of the afternoon of September 4, the country has 53,979 educational institutions; 25,255,251 pupils and students. Of which, there are 2,068,522 students. The total number of lecturers, teachers, education managers and workers is 1,659,589 people.
