“In 2026, salary adjustment may be considered”

Ms. Pham Thi Thanh Tra said this when speaking at the group discussion session on the socio-economic development plan on the morning of October 26, at the 8th Session.

Two adjustments to the basic salary are a huge effort.

Minister Pham Thi Thanh Tra emphasized that, despite recent difficulties, the Government has allocated about 700,000 billion VND in resources, and by 2026, it will be 930,000 billion VND for salary adjustment.

In other words, implementing salary and insurance subsidy policies, adjusting pensions and subsidies for meritorious people with a very large source of resources.

However, the practice is still inadequate and the Government has reported to the Politburo for policy in the spirit of Conclusion 83.

In the coming time, the Ministry of Home Affairs will continue to review some subjects that are inadequate in practice such as administrative staff, teachers, especially preschool teachers, and medical staff.

"We will conduct a comprehensive review to propose appropriate adjustments to allowances in accordance with the spirit of the Central Committee's resolution, especially the conclusions issued by the Politburo. How can we ensure that special groups need more attention and priority, and ensure a better life for them?", according to Ms. Pham Thi Thanh Tra.

Overall, according to the Minister of Internal Affairs, the basic salary has been adjusted twice recently, increasing by 50.8%, of which this year it is 30%. This is a great effort.

According to Ms. Pham Thi Thanh Tra, Resolution 27 on salary policy reform will be re-evaluated by 2026, and then continued to be implemented appropriately. Whether or not to adjust the basic salary annually will depend on the country's economic conditions.

“In 2025, we can temporarily stop and then make adjustments for some of the above subjects. In 2026, we will continue to make adjustments to improve the lives of salary earners in the public sector to ensure compatibility with job requirements in the new context," the Minister of Home Affairs informed.

Efforts to merge districts and communes to focus on the congress

Regarding the merger of districts and communes, Minister Pham Thi Thanh Tra said this is a major policy, a difficult, complicated, sensitive issue, and many localities have recently made great efforts.

Of the 54 localities subject to district and commune level reorganization, 51 localities have implemented it, while 3 localities cannot implement it due to factors such as Binh Phuoc, Dien Bien and Lai Chau.

Out of 51 provinces and cities, the National Assembly Standing Committee has so far had resolutions with 38 localities, with 13 remaining.

The National Assembly Standing Committee has received dossiers from 10 localities. The remaining 3 localities, Ha Tinh, Ninh Binh, and Tra Vinh, are completing their dossiers.

According to Ms. Pham Thi Thanh Tra, 38 district-level units will be rearranged, 9 district-level units will be reduced, 1,176 commune-level units will be rearranged and 562 commune-level units will be reduced.

At the same time, the number of administrative organizations and public service units will be greatly reduced. At the same time, the number of cadres and civil servants will be greatly reduced, and of course there will be a surplus of cadres and headquarters.

Therefore, the implementation of this period's arrangement is stricter, with specific plans for localities to complete the arrangement of surplus public assets after 3 years and complete the arrangement of surplus cadres, civil servants and public employees after 5 years. This is implemented very closely, unlike the previous time.

Noting that some localities have performed well, such as Nam Dinh, which has arranged 2 district-level units and 79 commune-level units to reduce 51 commune-level administrative units, Hanoi has arranged 109 commune-level units, and Ho Chi Minh City has also arranged a very large number. However, according to Ms. Pham Thi Thanh Tra, many localities have not made efforts, are afraid of difficulties, are afraid of hardships, and have not resolved the backlog of the previous period, so they have pushed it to the next period.

The Minister of Home Affairs emphasized that "in the world, there is no country with administrative units at the district and commune levels as large and terrible as Vietnam, including administrative units at the provincial level". And there is no country that regularly spends as much on organization and people as Vietnam.

The spirit of the General Secretary is very determined and must be implemented synchronously throughout the entire system. Including the State administrative system, the National Assembly, the Fatherland Front, socio-political organizations, Party agencies, especially administrative units.

“The spirit of readiness is like that, not just arranging the district and commune level units. We need to fully recognize, agree with the plan and also try our best to be in time for the Party Congresses at all levels of the localities. We really hope to try to complete the goal, no later than November 15th to focus on the Party Congresses at all levels," said Ms. Pham Thi Thanh Tra.
