Salary increases may continue to be adjusted in 2026.

Minister of Home Affairs Pham Thi Thanh Tra said that Resolution 27 on salary policy reform will be re-evaluated in 2026 and then continue to implement it accordingly.


On the morning of October 26, 2024, speaking at the group discussion session, Minister of Home Affairs Pham Thi Thanh Tra informed about the arrangement of administrative units at district and commune levels (merging districts and communes) and salary issues.

According to the Minister, we must put the implementation of the socio-economic development goals for 2024 in an extremely difficult context to see the full efforts of the Central Committee, the National Assembly, the Government and the entire political system. Our country has achieved very positive and comprehensive results in socio-economic development; 2024 is a year of synchronous and comprehensive development according to the resolutions set out.

The Minister emphasized that Vietnam has controlled inflation very well when implementing salary reform. In 2023, our country will increase the basic salary by 20.8%, from July 1, 2024, the salary for cadres, civil servants, public employees and public sector workers will increase by 30%. Pension and allowance regimes for other subjects will also be adjusted.

"It can be said that normally there would be very strong signs of price increases, but we have controlled inflation. This is the effort of the entire political system.

Recently, we have implemented the wage policy. Despite such difficulties, the Government has allocated resources of about VND 700,000 billion and by 2026, VND 930,000 billion for adjusting wages, insurance benefits, adjusting pensions, and subsidies for meritorious people," the Minister of Home Affairs said, emphasizing that this is a very large source of funding.

According to Ms. Pham Thi Thanh Tra, in practice, this issue is still inadequate. The competent authority has reported to the Politburo and has been given the policy that in the near future, it will review some subjects such as administrative staff, teachers, and medical staff.

"We will conduct a comprehensive review to propose adjustments to allowances in accordance with the spirit of the Central Committee's resolution, especially the conclusions issued by the Politburo. In particular, for special subjects, we must pay more attention to ensure their lives are better," the Minister emphasized.

Overall, the basic salary has been adjusted twice in the past with an increase of 50.8% - this is a very large number, demonstrating great efforts. The Minister of Home Affairs said that by 2026, Resolution 27 on salary policy reform will be evaluated and then implemented accordingly.

Regarding the issue of whether to adjust the basic salary annually or not, the Minister said that this depends on the country's economic conditions; in the immediate future, in 2025, it can be temporarily suspended, then adjusted for some subjects. In 2026, we can continue to adjust to improve the lives of salary earners in the public sector, ensuring that it is consistent with the requirements of the tasks in the new context.

Regarding the arrangement of administrative units at district and commune levels, Ms. Pham Thi Thanh Tra said that this is a major policy, a difficult and sensitive issue, but recently many localities have made great efforts to implement it.

Of the 54 localities that are required to reorganize district and commune-level administrative units, 51 have done so. The remaining three provinces, Binh Phuoc, Dien Bien, and Lai Chau, have factors that cannot be implemented related to expanding the administrative boundaries of the city with a rural administrative unit to create new development space. Due to not meeting the standards and conditions, this work must be stopped.

To date, the National Assembly Standing Committee has issued resolutions on the arrangement of administrative units of 38 localities; 13 localities remain, of which 10 localities have had their dossiers received by the National Assembly Standing Committee.
