Will the US fund Ukraine to produce long-range missiles?

The European Parliament on October 22 approved a 35 billion euro ($38 billion) loan to Ukraine guaranteed by profits from frozen Russian assets.


The Russian Defense Ministry announced on the evening of October 22 that in the previous 24 hours, the Ukrainian armed forces had lost more than 340 servicemen and 13 armored vehicles in the direction of Russia's Kursk province, according to TASS news agency. The Russian Defense Ministry also announced that in total, since the start of fighting in Kursk on August 6, Ukraine had lost more than 25,662 servicemen.

According to the Russian Defense Ministry, the Russian northern battle group repelled two Ukrainian counterattacks towards Zeleny Shlyakh and Nikolayevo-Daryino in Kursk.

The Russian Defense Ministry also said that air, artillery and missile forces continued to strike Ukrainian troops and equipment in Kursk province, as well as reserve forces and concentration areas in Ukraine's Sumy province, which borders Kursk.

Meanwhile, Vyacheslav Gladkov, Governor of Russia's Belgorod region, wrote on the Telegram messaging app on October 22 that Ukrainian armed forces had fired about 80 shells and launched 26 drones into the province in 24 hours, injuring eight civilians, according to TASS.

President Zelensky: The US will provide 800 million USD to produce long-range weapons

Ukrainian President Volodymyr Zelensky told reporters on October 21 that the US is planning to provide Ukraine with an aid package worth $700-800 million to produce long-range weapons domestically, according to The Kyiv Independent news site.

Earlier, US Defense Secretary Lloyd Austin announced a new military aid package worth $400 million during a surprise visit to Kyiv on October 21. In addition, it was also announced that Washington is preparing to provide $800 million for the production of Ukrainian drones.

Ukrainian President Talks About Prospects for Peace Talks with Russia

Ukrainian President Volodymyr Zelensky said the prospects for peace talks with Russia "depend" on the outcome of next month's US presidential election, according to AFP.

Asked whether he thought Moscow was ready to negotiate with Kyiv, Zelensky told reporters on October 21: "First of all, it depends on the US elections. I think they will watch US policy."

Mr Zelensky said that based on conversations with the two US presidential candidates, he hoped the US would "express this policy very quickly, after the elections... they will not wait until January".

Mr Zelensky said he had "good" meetings with both Republican presidential candidate, former US President Donald Trump, and Democratic candidate, Vice President Kamala Harris.

EU, NATO pledge support for Ukraine but do not endorse 'victory plan'

The Ukrainian leader also said he believed Germany was “afraid” of how Russia would react if Ukraine was invited to join NATO.

Mr Zelensky has called for an immediate invitation to join NATO as part of his “victory plan”, sparking a backlash in Moscow.

President Zelensky added that he believed France and Britain supported him, while the reaction of Germany and other NATO countries such as Hungary and Slovakia also "depended on the US".

EU lends Ukraine 35 billion euros

The European Parliament on October 22 voted to approve a loan of up to 35 billion euros ($38 billion) secured by profits from frozen Russian assets for Ukraine, according to AFP.

The European Union (EU) loan, approved by a majority of lawmakers, is part of a larger $50 billion initiative agreed by the G7 countries (including the US, Canada, Britain, Germany, France, Italy and Japan) in June.

EU Justice Commissioner Didier Reynders said G7 countries are expected to announce their contributions at a meeting in Washington DC (USA) on October 25.

EU officials say the size of the union's loan is up to 35 billion euros, but could be reduced depending on how much other countries offer.

In response, Russia's permanent representative to the EU Kirill Logvinov on October 22 accused the EU of committing economic crimes on a global scale by using frozen Russian assets to finance Ukraine, according to TASS news agency.

The EU has frozen about $235 billion in Russian central bank funds since Russia launched its military campaign in Ukraine on February 24, 2022.

The G7 plan is to use interest earned on frozen Russian assets to transfer more money to Ukraine and would replace the current EU program that transferred $1.7 billion to Kyiv in July.

In addition, the British government announced on October 22 that London will provide Kyiv with a loan worth 2.26 billion pounds ($2.9 billion) secured by profits from frozen Russian assets, according to The Kyiv Independent .

Kyiv is in dire need of money to support its economy, equip its military and keep its power grid running this winter after intense bombing by Russian forces, AFP reported.
