1. Family health insurance contribution level in 2024
The level of family health insurance contribution is stipulated in Point e, Clause 1, Article 7 of Decree 146/2018/ND-CP, as follows:
- The first person contributes 4.5% of the basic salary;
- The second, third and fourth persons pay 70%, 60% and 50% of the first person's contribution respectively;
- From the fifth person onwards, the contribution is 40% of the first person's contribution.
According to Clause 2, Article 3 of Decree 24/2023/ND-CP, the basic salary is 1,800,000 VND/month.
Thus, the family health insurance contribution level in 2024 is as follows:

2. Subjects participating in family health insurance
Subjects participating in family health insurance include:
- People whose names are in the same household registered for permanent residence, except for those belonging to the remaining subjects.
- People whose names are in the same household register for temporary residence, except for those belonging to the remaining subjects.
- The following subjects are eligible to participate in family health insurance:
+ Dignitaries, officials, monks;
+ People living in social protection facilities, except for those in the remaining categories who are not supported by the state budget to pay health insurance.

The remaining groups of subjects participating in family health insurance include:
(1) Group contributed by employees and employers
- Employees working under indefinite-term labor contracts, labor contracts with a term of 3 months or more; managers of enterprises, non-public service units and managers of cooperatives receiving salaries; cadres, civil servants and public employees.
- Non-professional workers in communes, wards and towns according to the provisions of law.

(2) Group paid by social insurance agency
- People receiving monthly pension and disability benefits.
- People receiving monthly social insurance benefits due to work-related accidents or occupational diseases; rubber workers receiving monthly benefits according to Government regulations.
- Employees who take leave to receive sick leave benefits due to illness on the List of illnesses requiring long-term treatment issued by the Ministry of Health.
- Retired commune, ward and town officials who are receiving monthly social insurance benefits.
- Employees on maternity leave when giving birth or adopting a child.
- People receiving unemployment benefits.

(3) Group funded by the state budget
- Retired commune, ward and town officials who are receiving monthly allowances from the state budget.
- People who have stopped receiving disability benefits are receiving monthly benefits from the state budget.
- People with revolutionary contributions as prescribed in the Ordinance on preferential treatment for people with revolutionary contributions.
- Veteran
- People participating in the resistance war and defending the Fatherland
- Incumbent National Assembly deputies and People's Council deputies at all levels.
- Children under 6 years old.
- People eligible for monthly social security benefits according to the law on the elderly, the disabled, and social security beneficiaries.
- People from poor households; ethnic minorities living in areas with difficult socio-economic conditions; people living in areas with particularly difficult socio-economic conditions; people living in island communes, island districts and some other subjects
- People awarded the title of People's Artist or Meritorious Artist belong to households with an average monthly income per capita lower than the basic salary as prescribed by the Government.
- Relatives of martyrs include: biological father; biological mother; wife or husband, children of martyrs; people who have contributed to raising martyrs;
- Relatives of people with meritorious services, except relatives of martyrs.
- Relatives of officers, professional soldiers, non-commissioned officers, soldiers on active duty, professional officers, non-commissioned officers, and specialized and technical officers and non-commissioned officers working in the people's police force, people's police students, non-commissioned officers, people working in cryptography who receive salaries as soldiers, cryptography students are entitled to the same regimes and policies as those for students at military and police schools.
- People who have donated human organs according to the law on organ donation and transplantation.
- Foreigners studying in Vietnam are granted scholarships from the Vietnamese State budget.
- People serving people with revolutionary contributions living in the family, including:
+ Person serving Vietnamese Heroic Mothers;
+ People serving war invalids and sick soldiers with reduced working capacity of 81% or more;
+ People serving resistance fighters infected with toxic chemicals with a working capacity reduction of 81% or more.
- People aged 80 or older who are receiving monthly pension benefits according to the provisions of the law on social insurance.
- The wife or husband of a martyr who marries another person is receiving a monthly allowance according to the provisions of Point a, Clause 10, Article 16 of the Ordinance on preferential treatment for people with revolutionary contributions.
- People serving meritorious people living in the family, including:
+ Person serving Vietnamese Heroic Mothers;
+ People serving war invalids, including type B war invalids recognized before December 31, 1993, people enjoying policies like war invalids, sick soldiers, resistance fighters infected with toxic chemicals with a body injury rate of 81% or more.

(4) Groups supported by the state budget for contribution level
- People belonging to near-poor households according to the near-poor criteria prescribed by the Government and the Prime Minister.
- People in multidimensional poor households who do not fall under the cases specified in Point a, Clause 9, Article 3, Decree 146/2018/ND-CP.
Students.
- People in households working in agriculture, forestry, fishery and salt production with an average living standard according to regulations of the Government and the Prime Minister.

(5) Group paid by employer
- Relatives of defense workers and civil servants serving in the Army, including subjects specified in points a, b and c, Clause 13, Article 3 of Decree 146/2018/ND-CP.
- Relatives of police officers serving in the People's Public Security, including subjects specified in points a, b and c, Clause 13, Article 3 of Decree 146/2018/ND-CP.
- Relatives of people working in other key organizations, including subjects specified in points a, b and c, Clause 13, Article 3 of Decree 146/2018/ND-CP.
