Is it illegal to buy and sell beautiful serial numbers of money at high prices?

Article 105 of the 2015 Civil Code provides as follows:

- Assets are objects, money, valuable papers and property rights.

- Assets include real estate and personal property. Real estate and personal property can be existing assets and assets formed in the future.

According to Article 192 of the 2015 Civil Code, the owner of "Money with beautiful serial numbers" has the right to dispose of his property, specifically the right to "transfer ownership of the property".

Thus, money is a type of property. Currently, the law does not prohibit the buying and selling of money with beautiful serial numbers at a price higher than the value of the bill. However, the buying and selling of money with beautiful serial numbers must not violate the prohibitions of the law such as: buying and selling money with beautiful serial numbers but counterfeit money, buying and selling with the purpose of violating the law...

In fact, most of the bills with beautiful serial numbers in large quantities are often counterfeit. Buyers need to be careful and vigilant to avoid being scammed.

Is it illegal to exchange small change for high prices at the temple?

Clause 5, Article 30 of Decree 88/2019/ND-CP stipulates violations of regulations on currency and treasury management as follows:

A fine of VND 20,000,000 to VND 40,000,000 shall be imposed for one of the following violations:

- Exchanging money not in accordance with the law;

- Not keeping cash, valuable assets, and valuable papers during lunch break as prescribed by law;

- Using and storing vault door keys, warehouse compartments, safes, and cash box keys on specialized vehicles not in accordance with the provisions of law;

- Transporting cash, valuable assets, and valuable papers without using specialized vehicles but without documents regulating the transportation process, protection, and measures to ensure the safety of assets from competent authorities;

- Not stipulating in writing the conditions and procedures for receiving and returning assets to customers, and the responsibilities of relevant departments in ensuring asset safety when providing asset management and preservation services, renting cabinets, safes and other treasury services.

According to Point b Clause 3 Article 3 of the above Decree, it is stipulated as follows:

- The fine level prescribed in Chapter II of this Decree is the fine level applied to individuals; the fine level applied to organizations committing the same administrative violation is twice the fine level applied to individuals;

Currently, the act of exchanging small change to make a profit is illegal. Therefore, if an individual exchanges money in violation of regulations, he/she will be fined from 20 to 40 million VND. If this act is carried out by an organization, the fine is from 40 to 80 million VND.
