The Fulbright University (FUV) project is exempted from land rent in the High-Tech Park for 50 years, instead of having to pay VND241 billion according to the calculation of the State Audit.

At the 21st session of the 10th term Ho Chi Minh City People's Council, held on the afternoon of February 20, delegates unanimously approved the proposal of the Ho Chi Minh City People's Committee on exempting land rent for the Fulbright University Vietnam project at the High-Tech Park (FUV project, lot E4-2, D2 street, High-Tech Park, Long Thanh My ward, Thu Duc city).

The Fulbright University construction project was approved in principle by the Prime Minister in June 2014. In early 2016, the High-Tech Park Management Board (SHTP) leased 15 hectares of land to FUV at a price of 0 VND per square meter for 50 years. The agency said that this was a decision of the City People's Committee on investment attraction policy in the High-Tech Park. However, in 2018, the State Audit said that this was not appropriate when considering the project's operational objectives, and the provisional land rental fee to be collected was more than 241 billion VND.
According to the Ho Chi Minh City People's Committee, the FUV project is symbolic of the normalization of Vietnam-US relations. The project has received attention from the governments of both countries, and has been recognized in joint statements over many periods.

In addition, the FUV project is a prestigious international university, helping Ho Chi Minh City and the High-Tech Park narrow the gap in training activities, human resource development, scientific and technological research activities of Vietnam compared to the region and the world. The project contributes to enhancing the prestige and position of Ho Chi Minh City High-Tech Park compared to other high-tech parks in the region in terms of human resource quality.
At the same time, FUV is a non-profit project according to Decision 819 in 2016 of the Prime Minister. Ho Chi Minh City People's Committee also determined that the project is not allowed to include exempted land rent in the cost of products and services provided to society. Preferential policies will be applied from the date of the land lease decision.
Ho Chi Minh City People's Committee also clarified that the basis for exempting land rent for the FUV project is Clause 15, Article 28, Decree 103 of the Government.
The maximum preferential regime is exempted from land rent for the entire rental period, and the minimum is equal to the preferential level of land rent exemption as prescribed in Clause 3, Article 39 of Decree 103. Land users are not allowed to calculate the exempted land rent into the cost of products and services provided to society.
