- Dear comrade! As a general advisory agency on socio-economics, could you please tell us how the Department of Planning and Investment will focus on announcing and advising on the implementation of the Quang Tri Provincial Planning for the period 2021 - 2030, with a vision to 2050, in 2024?

- After a long period of effort, the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister in Decision No. 1737/QD-TTg dated December 29, 2023. The approved provincial planning will replace more than 50 types of sectoral and field planning in the province; completely eliminate overlapping planning, overcome conflicts in development space, unify the medium and long-term development roadmap; thereby, creating favorable conditions to attract and effectively use resources, promote socio-economic development of the province.

The overarching goal set by the Provincial Planning is that by 2030, Quang Tri will reach a level of development among the country's relatively well-off provinces and by 2050, Quang Tri will become a province with a strong economy with the main structure being industry - services and one of the driving forces for development in the North Central and Central Coast regions. To achieve that goal, the Provincial Planning has set out 5 viewpoints, 4 breakthroughs, 8 key tasks, 4 sub-regions, 6 development corridors and development orientation plans for sectors, fields and localities in the province.

Immediately after the Provincial Planning was approved by the Prime Minister, the Department of Planning and Investment sent information to Quang Tri Radio and Television Station, Quang Tri Newspaper to announce and advise the Provincial People's Committee on the Plan to announce the Provincial Planning in conjunction with investment promotion activities. At the same time, with its responsibility, the Department of Planning and Investment advised the Provincial People's Committee to implement the Provincial Planning with the following contents:

The first is to develop and submit for promulgation the Plan for implementing the Provincial Planning; which will specify the viewpoints, goals, tasks and solutions set out in the Provincial Planning in conjunction with the implementation of the National Master Plan for the period 2021 - 2030, with a vision to 2050, Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo on "Socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045" and the Planning for the North Central and Central Coast regions.

Coordinate with departments, branches and localities to research and propose specific policies and mechanisms for the development of Quang Tri province as well as potential areas and fields of the province, especially: policies to link tourism development, form an energy center, develop trade - services, manufacturing and processing industry, high-tech agriculture, project to establish Lao Bao - Densavan cross-border economic and trade zone...

Second, focus on completing the synchronous planning system in the province. Organize the review, establishment and adjustment of lower-level plans such as: District construction planning, district-level land use planning, urban and rural planning, planning of functional areas outside urban areas to ensure consistency and synchronization with the approved Provincial Planning.

Propose to the Government and ministries and branches to integrate the main contents of the Provincial Planning into relevant regional and sectoral planning. At the same time, review and complete development programs and plans of sectors and fields to complete the legal corridor for investment activities.

Third is to focus on mobilizing resources to implement essential infrastructure projects with great spillover effects, especially the transport framework system, power transmission network, industrial park infrastructure, urban infrastructure, trade - services - tourism, information technology - telecommunications infrastructure, agricultural and rural development infrastructure, natural disaster prevention, climate change response... identified in the Provincial Planning to create a premise to attract investment capital from economic sectors.

Maximize ODA and public investment to complete infrastructure. Promote investment projects under the public-private partnership (PPP) model to promote the role of “seed capital” of public investment to lead and attract investment resources from non-state economic sectors.

Speed ​​up the implementation of infrastructure projects of driving significance such as: My Thuy deep-water port, Quang Tri airport, North-South expressway, coastal road, Trieu Phong - Lao Bao expressway, National Highway 15D connecting La Lay - My Thuy, building infrastructure for industrial parks...

Fourthly, improve the quality and effectiveness of investment promotion and attraction activities. Actively and proactively invite and support investors to implement projects; promptly grasp and remove bottlenecks and obstacles for businesses. Proactively prepare infrastructure and clean land funds to welcome new investment waves. Promote improvement of the investment and business environment, enhance the province's competitiveness in conjunction with administrative reform, digital transformation, innovation in working style and manners, improve public ethics, tighten administrative discipline and order.

Fifthly, increase investment in human resource development. Focus on improving the quality of education and training. Promote the attraction of high-quality human resources; actively innovate vocational education in line with the strengths and development orientation of the province. Resolutely implement solutions to arouse the motivation, aspirations for development and dedication of Quang Tri people. From there, create unity in will and determination of the entire political system and the people to successfully implement the set goals and tasks.

With the great efforts and determination of the political system and the people of the province in implementing the planning, we believe that Quang Tri will have new opportunities and steps of development, successfully implementing the goals set out in the Resolution of the 17th Provincial Party Congress for the 2020-2025 term.

- Could you please tell us how the Department of Planning and Investment will continue to innovate and diversify investment promotion forms and activities in the coming time to suit the potential and advantages of the province; especially the work of advising on solutions to attract investment resources, diversifying forms of mobilizing and using resources, especially non-state investment resources, resources from the private sector and other economic sectors to contribute to building the province's socio-economic infrastructure system to be increasingly synchronous and modern?

- Currently, investment attraction activities play an increasingly important role, deciding the development of each locality. The planning of Quang Tri province for the period 2021-2030, with a vision to 2050, with the affirmation of strategic vision and orientations on space and development roadmap, provides opportunities for us to exploit the maximum potential and advantages of the province, improving the efficiency of investment attraction. To realize these opportunities, the Department of Planning and Investment will, together with relevant sectors and localities, advise the Provincial People's Committee on a number of groups of solutions as follows:

Firstly, review and update the Medium-term Investment Promotion Program to ensure compliance with the Provincial Planning, focusing on attracting investment in identified key and breakthrough areas. Regarding infrastructure, priority will be given to attracting investment in key transport projects, industrial park infrastructure, urban infrastructure, waste treatment, tourism - trade - service infrastructure, information - communication infrastructure, etc.

Regarding industries and fields, priority will be given to attracting industries in which the province has advantages and development potential such as: clean energy and renewable energy; cultural - historical tourism, spiritual tourism, eco-tourism; logistics services; agricultural and aquatic product processing industry, wood and silicate processing; high-tech and organic agriculture, high-quality schools and hospitals...

Regarding partners, we will focus on attracting investors with strong financial capacity, suitable experience, and the ability to attract secondary investors; especially investors from developed countries, possessing high technology. Based on the provincial planning for each development stage, consider arranging the roadmap and priority of projects to be implemented so that resources are focused and implemented effectively and with quality.

Second is to synchronously deploy investment promotion activities in line with the investment attraction orientation, in the direction of "diversification" and "multilateralization". Develop rich investment promotion documents with key focus; deploy the province's electronic information portal on investment promotion in conjunction with promoting investment promotion on the network environment.

Strengthen coordination with sectors, localities, embassies, international organizations and media agencies to promote the province's investment and business opportunities and environment; proactively exchange information with potential partners; promptly provide information on the province's investment needs and orientations, thereby encouraging existing investors to expand their investment, production and business.

Effectively exploit relationships with strategic partners; focus on mobilizing and attracting investment from businesses in developed countries as well as large domestic corporations and enterprises. Pay attention to exploiting financial and technological resources from overseas Vietnamese. Proactively anticipate the "wave" of investment capital shift.

At the same time, focus on on-site investment promotion; support, resolve difficulties and obstacles, promote effective project implementation, especially focus on supporting key projects with spillover effects to promote the system of supporting projects and act as a bridge to attract new investors.

Maintain close relationships with investors from the policy appraisal stage until the project is completed and put into operation; strengthen two-way information exchange activities and policy dialogue between management agencies and investors to promptly resolve difficulties, answer questions, and encourage investors to expand and register additional capital for ongoing projects.

Third is to mobilize maximum resources through a combination of diverse investment methods. Prioritize the use of public investment capital to implement essential infrastructure projects that are difficult to recover capital, such as: public transport systems, agricultural and rural infrastructure, natural disaster prevention, climate change response, etc.

Promoting the role of "seed capital" of public investment through exploiting the investment model under the public-private partnership (PPP) method to implement important infrastructure projects with potential for capital recovery such as Quang Tri Airport, Trieu Phong - Lao Bao Expressway, National Highway 15D, waste treatment projects... Research and deploy models of public investment - private management, private investment - public use in investment, management and use of infrastructure.

Prioritize the allocation of resources to accelerate the progress of site clearance and resettlement for key projects to create a premise to attract investment from all economic sectors. Periodically review and promptly issue local policies on investment incentives and support, and a list of sectors and areas that encourage socialization of investment activities.

Fourthly, promote solutions to improve the investment and business environment. Focus investment resources to soon complete synchronous economic and social infrastructure associated with administrative reform, deploy e-Government, develop digital economy and digital society. Prepare well the necessary conditions, especially in terms of infrastructure, land, and human resources to seize opportunities to attract external resources.

Maintain regular accompaniment and dialogue with businesses; focus on site clearance to ensure clean, on-schedule handover of sites to investors; pay attention to supporting market search, resolving product output, and assisting in resolving difficulties and problems for businesses during the investment and business process.

Promote the application of information technology to enhance publicity, transparency, and reduce the time to resolve problems for businesses. Build a data system on businesses and investments, integrate, fully and promptly update planning, mechanisms, investment incentive policies, and legal documents of the province.

Strengthen the deployment of online public services, digitize processes and procedures of administrative agencies. Focus on building public ethics, strengthen public inspection and examination to prevent negative phenomena, harassment, and inconvenience to businesses. Maintain a hotline to receive feedback from businesses.

By implementing these measures closely, synchronously and effectively, we believe that in the coming time, the work of mobilizing and attracting resources will have strong changes, promoting the sustainable development of the province.
