Low salary, school staff hope to overcome difficulties: What is the solution?

Managers and education experts also believe that fundamentally, the Ministry of Education and Training and the Ministry of Home Affairs need to review and propose that school staff receive vocational allowances and seniority allowances appropriate to their positions and jobs, commensurate with their contributions, helping them improve their income and stabilize their lives.

RETAINING SCHOOL STAFF

The principal of a primary school in District 12, Ho Chi Minh City said that school staff such as accountants, cashiers, clerks, medical staff, librarians - equipment, information technology... play an important role in helping a school complete its educational tasks in accordance with the goals, policies, and guidelines of the Party, the State's laws and policies, and regulations of the industry.

To have enough staff to handle the work, school leaders must sign contracts with many employees such as nannies, waiters, etc.

However, she also said that currently, many school staff do not receive seniority allowances, low or no preferential allowances, making it difficult to attract high-quality human resources. "Some employees, after being recruited, quit their jobs due to low incomes and not ensuring their lives. If there are preferential allowances and vocational allowances to have a higher income to stabilize their lives, it will help schools attract high-quality human resources, and they will also feel secure in their commitment to the school and industry. From there, the quality of related work at the school will also be improved, contributing to improving the effectiveness of school activities," said the principal.

"At the school I work at, most of the newly recruited staff have low incomes. In the immediate future, to solve the difficulties for the staff, the school has established internal spending regulations to deduct from the revenue from activities to support a portion of the income to take care of the school staff," this manager added.

The principal of a kindergarten in Tan Binh District, Ho Chi Minh City, said that recently, the school's Trade Union has called on many managers and teachers in the school who have been hired to contribute and support the school's staff.

The principal shared that the school has an accountant who has to take care of a lot of calculations related to numbers, a lot of work, high responsibility, high risk but only gets a work allowance of 0.1 month of basic salary; a clerical staff, who also works as a treasurer and many other jobs, gets a allowance of 0.2 month of basic salary. Although the two school staff are civil servants, the allowance is very low, affecting the salary, making the staff sad and worried.

In particular, the principal of this kindergarten said that in the calls for mobilization and contributions from union members to share with the school staff, the school always prioritizes and provides more support to the group of contract workers who have not been on the payroll. Because this force does not enjoy special preferential regimes such as Resolution 08 of the Ho Chi Minh City People's Council on additional income for civil servants and public employees of the city. Not only supporting in batches, depending on internal spending regulations, the school also considers and measures on holidays and Tet, it can support this group of staff a little more to encourage them.

"With the salary of a contract employee, after deducting insurance and other expenses, there is only about 5 million VND left each month. How can one live with that income in the city? Taking care of school staff is also keeping workers with us for the long term," the principal confided.

TO REDUCE DISADVANTAGES FOR SCHOOL STAFF

Mr. Nguyen Dinh Tuan, working at the Department of Education and Training of Tan Binh District, Ho Chi Minh City, said that in reality, many school staff are facing difficulties. If they are accountants or are assigned to be accountants, they will have an allowance (but only 0.1 month's salary), medical staff will receive a maximum allowance of 20% according to Decree No. 56 of the Government, so the head of the unit can give the maximum allowance, some schools give lower allowances, or some schools do not give allowances...

"The immediate solution for units to reduce disadvantages for school staff is to develop internal spending regulations. Leaders should closely monitor, promptly propose and properly implement the procedures for signing contracts for school staff according to Decree 111 of the Government so that they can "legitimately" enjoy certain benefits such as increased income according to Resolution 08 of Ho Chi Minh City. At the same time, unit heads need to research, consider and properly apply legal regulations to pay allowances to certain groups such as school health workers," said Mr. Nguyen Dinh Tuan.

Mr. Tuan gave an example of a common difficulty today: a unit cannot recruit an accountant, but cannot do without an accountant, so last year it signed a labor contract with Ms. A. However, this is a professional job, according to the regulations in Decree 111, the principal must have the consensus of the District People's Committee before he can sign. If the school sends documents to the District People's Committee for a consensus document many times but still waits for a long time, the school has to sign a labor contract with Ms. A to resolve the unit's work. But when paying benefits such as salary, allowances, etc., the principal is both afraid and works because, in theory, the principal signing this position himself (even though the school pays the salary himself) is against the process and regulations. Therefore, if schools fall into this situation, they only dare to pay the salary to that employee, but cannot pay other legitimate allowances.

Mr. Tuan also proposed that the Ministry of Education and Training should quickly work with the Ministry of Home Affairs to increase allowances for school staff. There needs to be a common mechanism, and it is possible to consider including school staff in the subject of adjustment, because the Law on Teachers being drafted is for civil servants and employees in the education and training sector to be able to enjoy some preferential allowances for the sector.

The Ministry of Education and Training studies and proposes that school staff receive appropriate occupational allowances.

At the regular Government press conference in October 2024, the press raised the issue: In the past, medical staff and school accountants had disproportionate income. Responding to this issue, Deputy Minister of Education and Training Hoang Minh Son stated: Medical staff and accountants at schools are civil servants. However, these medical staff and school accountants are not teachers, so they do not enjoy the current preferential policies for teachers. In the past, the Ministry

The Ministry of Education and Training has reviewed and coordinated with ministries and branches to advise the Government on amending a number of policies, especially the salary regime for education sector officials in general and teachers in particular.

One is to research and propose that school staff receive a vocational allowance appropriate to their position and job, commensurate with the nature and level of training.

Second, continue to review and assess the complexity of school staff positions to serve as a basis for adjustment according to current regulations, contributing to improving income.

Third, to solve the difficulties for school health and accounting staff, the Ministry has issued a document requesting the People's Committees of provinces and centrally-run cities to pay attention to directing advisory agencies to organize and organize under their authority the consideration of promotion of professional titles for school officials and staff according to regulations to ensure benefits, contribute to improving income for this team, and at the same time have specific policies for each locality to support, contribute to increasing income, stabilizing life so that they can work with peace of mind.
