Data Law will help data "mature", towards AI applications

Colonel Vu Van Tan emphasized that the goal of Project 06 is to create the most basic data set about people. Therefore, there needs to be other legal bases related to data, including the Data Law.


On the afternoon of October 25, the Department of Administrative Police for Social Order (C06), Ministry of Public Security, organized a workshop on national data strategy and provided comments on the draft Law on Data.

Colonel Vu Van Tan, Deputy Director of C06, informed that after more than 2.5 years of implementation, Project 06 has brought about the most basic elements for creating data groups.

In particular, the project to provide essential public services is the basic foundation for creating data, serving economic development, creating digital citizens and shared data sets for exploitation by units.

However, during the implementation of Project 06, some bottlenecks have appeared in terms of legality, business data, infrastructure, security and resources. If the bottlenecks are resolved, Project 06 can be developed, as well as the digital transformation problem can be solved.

In addition, to achieve digital transformation, we must first create data sources that bring value to the people. In particular, the population data platform is the core, original data set within the overall data creation to serve national digital transformation.

According to Colonel Vu Van Tan, the goal of Project 06 is to create the most basic data set about people. To achieve the set goals, other legal systems related to data are needed, including the Data Law.

According to the leader of C06, it is necessary to determine the viewpoint that data must be put into use as soon as it is digitized to serve the people, not waiting for a common group to put it into use.

"In fact, through the implementation of population data, we see that when data is digitized, it must be used immediately to survive. Besides, which data is original, core data, when created, will be the foundation for creating other data," said Deputy Director of C06, emphasizing that this is the reason why there needs to be a Data Law as a legal basis.

At the workshop, some experts said that in the "game" of data, it is necessary to mention synchronization in exploitation to ensure security and safety.

For example, AI technology - artificial intelligence, experts see, all understand and recognize that AI must be applied to data. But in reality, data is not "mature" so it cannot access AI technology.

Or as Mr. Pham Tien Dung (Deputy Governor of the State Bank of Vietnam) said, the issue of data connection and integration is very important. Without connection and integration, data becomes meaningless and even causes inconvenience to users.

At the workshop, delegates and experts also provided policy advice to agencies and organizations to accompany the Government in building data sets and completing the Data Law. On the basis of synchronously connecting national databases on population, land, and enterprises, thereby creating a foundation for streamlining the apparatus and reforming administrative procedures.

Recently, the Ministry of Public Security submitted a report to the Government to report to the Politburo and agreed to assign the Government to build a National Data Center. In October 2023, Resolution No. 175/NQ-CP dated October 30, 2023 was issued approving the National Data Center Project.
