On the afternoon of September 13, the Ninh Binh Provincial Steering Committee for Disaster Prevention and Search and Rescue announced the suspension of the evacuation order.
The announcement stated that, based on the flood situation on Hoang Long River and actual conditions, the Ninh Binh Provincial Steering Committee for Disaster Prevention and Search and Rescue agreed to stop implementing the Evacuation Order (No. 56/BCH, dated September 12), from 2:00 p.m. on September 13.

According to the forecast of Ninh Binh Hydrometeorological Station, the flood on Hoang Long River and Day River in Ninh Binh is currently receding.
On the evening of September 12, the water level at Ben De (Hoang Long River) peaked at 4.93m (0.9m above alert level 3). By 11am on September 13, the flood level on Hoang Long River at Ben De was only 4.87m, and at Gian Khau it was 4.41m. The water level on Hoang Long River is forecasted to continue to decrease in the coming days.
Previously, at 2:00 p.m. on September 12, the Chairman of the Provincial People's Committee and Head of the Steering Committee for Disaster Prevention and Search and Rescue of Ninh Binh Province signed an emergency evacuation order. Tens of thousands of households in the flood diversion and discharge areas of Gia Vien and Nho Quan districts were ordered to move to a safe place before 6:00 p.m. the same day.

The evacuation order of the Ninh Binh Provincial Steering Committee for Disaster Prevention and Control was issued to prepare for the operation of the Lac Khoi spillway to discharge floodwaters (according to the flood discharge procedure), when the flood water level of the Hoang Long River was forecast to rise to 5.3m.
Following the announcement of the Ninh Binh Provincial Steering Committee for Disaster Prevention and Control, the Gia Vien District Steering Committee for Disaster Prevention and Control has allowed people to return home to resume normal activities. However, assets and household items that were previously placed and hung high will remain in place until the flood water level is truly safe.
