HISTORY OF FORMATION AND DEVELOPMENT OF FOREIGN INFORMATION DEPARTMENT

The Department of External Information was established on June 13, 2008 under Decision No. 36/2008/QD-BTTTT of the Minister of Information and Communications stipulating the functions, tasks, powers and organizational structure of the Department of External Information.

On April 17, 2014, the Minister of Information and Communications issued Decision No. 463/QD-BTTTT stipulating the functions, tasks, powers and organizational structure of the Department of External Information in the new period, replacing Decision No. 36/2008/QD-BTTTT dated June 13, 2008.

On June 16, 2017, the Minister of Information and Communications issued Decision No. 939/QD-BTTTT stipulating the functions, tasks, powers and organizational structure of the Department of External Information, replacing Decision No. 463/QD-BTTTT dated April 17, 2014.

On June 22, 2021, the Minister of Information and Communications issued Decision No. 882/QD-BTTTT amending Article 3 of Decision No. 939/QD-BTTTT dated June 16, 2017 of the Minister of Information and Communications stipulating the functions, tasks, powers and organizational structure of the Department of External Information.

Implementing Decree 48/2022/ND-CP dated July 26, 2013 of the Prime Minister stipulating the functions, tasks, powers and organizational structure of the Ministry of Information and Communications, on August 14, 2023, the Ministry of Information and Communications issued Decision No. 1495/QD-BTTTT stipulating the functions, tasks, powers and organizational structure of the Department of External Information.

The Department of Foreign Information is an organization under the Ministry of Information and Communications, performing the function of advising and assisting the Minister of Information and Communications in performing state management and enforcing the law on foreign information.

In 2010, the Department of External Information coordinated with relevant ministries and branches to preside over the development and submit to the Prime Minister for promulgation Decision No. 79/2010/QD-TTg dated November 30, 2010 promulgating the Regulation on State management of external information. In 2012, implementing Conclusion No. 16-KL/TW of the Politburo of the 11th Party Central Committee on the External Information Development Strategy for the 2011-2020 period, the Department of External Information coordinated with relevant ministries and branches to preside over the development and submit to the Prime Minister for promulgation Directive No. 21/CT-TTg dated August 6, 2012 on the implementation of the External Information Development Strategy for the 2011-2020 period.

In 2014, the Department of External Information took the lead in developing and advising the Minister of Information and Communications to issue Circular 04/2014/TT-BTTTT dated March 19, 2014 detailing and guiding the implementation of a number of Articles of Decree No. 88/2012/ND-CP dated October 23, 2012 of the Government on information and press activities of foreign press, foreign representative agencies, and foreign organizations in Vietnam.

In 2015, the Department of External Information took the lead in drafting and advising the Government to issue Decree No. 72/2015/ND-CP dated September 7, 2015 of the Government on the management of external information activities.

In 2016, the Department of External Information took the lead in developing and advising the Minister of Information and Communications to issue Circular 22/2016/TT-BTTTT dated October 19, 2016 guiding the management of external information activities of provinces and centrally run cities.

In 2019, the Department of External Information took the lead in developing and advising the Minister of Information and Communications to issue 02 Circulars: (1) Circular No. 02/2019/TT-BTTTT dated March 8, 2019 guiding the management of external information activities of ministries, ministerial-level agencies, and government agencies; (2) Circular No. 03/2019/TT-BTTTT dated May 6, 2019 regulating the posting and broadcasting of external information content in the press.

In 2022, the Department of External Information will preside over the development and advise the Prime Minister to issue Decision No. 1079/QD-TTg dated September 14, 2022 of the Prime Minister approving the Project on communication on human rights in Vietnam.
