Reporting at the National Online Conference to review the work of ensuring traffic order and safety in the first 9 months of 2023, on October 10, Mr. Le Quang Binh, Director of the Dong Nai Department of Transport, said that in the past 9 months, traffic accidents in Dong Nai increased in all 3 criteria. The cause was due to the subjective awareness of traffic participants, accounting for more than 70% with the main errors such as driving in the wrong part of the road or lane; violating the rules of avoiding, overtaking, changing direction; not ensuring a safe distance and lacking attention.

A typical example is the serious accident that occurred between a Thanh Buoi passenger van and a motorbike at Km04, Highway 20, through Thong Nhat District on July 23. Most recently, there was an especially serious accident between a Thanh Buoi passenger van and a 16-seat passenger van at Km48, Highway 20, through Dinh Quan District at 2:40 a.m. on September 30, killing 5 people and injuring 4 others.
According to Minister of Transport Nguyen Van Thang, although the traffic accident situation nationwide has been controlled, there are still some shortcomings and limitations, such as the number of casualties is high, there are still some particularly serious traffic accidents, killing and injuring many people; traffic congestion in large cities tends to become more complicated.
In addition to the direct actions of the vehicle drivers, it is necessary to consider the indirect responsibility of state management at related stages. Taking the example of the recent accident in Dong Nai that killed 5 people, Minister Thang also pointed out the inadequacy when the passenger car of Thanh Buoi Company violated the law and had its badge revoked 246 times.
"Is the revocation of that badge really effective? If it is not effective enough, it must be reviewed and stronger sanctions must be imposed. It is necessary to clarify the responsibility of enterprises in implementing regulations on traffic safety management, the responsibility of local management agencies in guiding, inspecting and urging the handling of violations," the Minister of Transport emphasized.
In addition, the leaders of the Ministry of Transport also requested to continue to inspect the compliance with legal regulations on training, testing, granting of driving licenses, professional certificates of vehicle operators; business, business conditions for automobile transportation and operation of passenger bus stations; and waterway passenger transport from shore to island.
At the same time, Mr. Thang requested the Ministry of Public Security to maintain patrolling, controlling, and handling violations according to thematic areas; pay attention to handling the responsibility of parents and guardians when allowing underage teenagers without a driver's license to drive motorbikes, especially in cases of traffic accidents. The Ministry of Health should speed up the integration of driver health examination information into the national data system for shared use; thereby allowing businesses and management agencies to access and consult driver health information when necessary.
