… In the first six months of 2024, despite facing many difficulties and challenges, with the timely leadership and direction of the Party Central Committee, the National Assembly, the Government, the Vietnam Fatherland Front Committee; the support and assistance of central ministries, branches, and organizations, provinces and cities across the country; the support of organizations and individuals, along with the high determination and efforts of Party committees, authorities, armed forces, business community and people, our province has achieved many important results in the following areas:
The economy continues to grow and develop, with a growth rate (GRDP) of 8.75% over the same period last year , ranking 10th out of 63 localities nationwide and 3rd out of 14 provinces in the Northern Midlands and Mountains; The provincial planning for the 2021-2030 period, with a vision to 2050, has been approved by the Prime Minister, serving as the basis for realizing the province's development goals.
Successfully organized many cultural, sports, tourism events, major holidays of the country and the province: National Tourism Year - Dien Bien and Hoa Ban Festival 2024; 70th Anniversary of Dien Bien Phu Victory... the number of tourists to Dien Bien increased by 2.19 times, total revenue from tourism activities increased by 2.26 times compared to the same period last year. Effectively implemented social security policies, poverty reduction, creating livelihoods for people; completed support for building 5,000 Great Unity houses for poor and near-poor households in the province according to Project 09, mobilized over 614 billion VND from socialized sources to build Great Unity houses, social security...
Administrative reform, improvement of the business investment environment, and investment attraction have achieved positive results. Continue to call for and attract investment in potential, advantageous areas and areas that the province prioritizes to attract investment.
National border sovereignty is maintained, political security and social order and safety are ensured; foreign relations are expanded with a number of countries and international organizations.
The work of building the Party and the political system continues to be focused on and effectively directed; completing the target set by the Resolution of the 14th Provincial Party Congress: "100% of villages and hamlets have Party members and independent Party cells have been established" , the whole province has no more villages and hamlets without Party organizations. The leadership role of Party committees and organizations, the management and operation effectiveness of People's Committees at all levels have positive changes; promoting the role of the Vietnam Fatherland Front and socio-political organizations of the province, the solidarity of ethnic groups, and social consensus continue to be consolidated and strengthened.
The above results were achieved thanks to the important contributions of the Provincial People's Council and the Provincial People's Council delegates . In the first 6 months of the year, the Provincial People's Council continued to innovate and improve the quality of its activities, the quality of its meetings, and voter contact activities (innovative in both content and implementation methods). The Provincial People's Council joined hands with the government to resolve many difficulties, obstacles, and shortcomings in the implementation of the province's socio-economic development tasks; resolved many recommendations from the people, worthy of its position and role as an agency representing the will and aspirations of voters and people in the province.
On behalf of the Provincial Party Executive Committee, I would like to acknowledge and thank the efforts, attempts, results and achievements that the Provincial People's Council, Party Committees, authorities, Fatherland Front, and socio-political organizations have achieved in the past 6 months.
… In addition to the achieved results, compared to the requirements, our province still has many limitations: The economic growth rate is not sustainable, not meeting the plan (1.39% lower than the plan of 10.14%) ; the state budget revenue in the area reached 32.82% of the estimate assigned by the Provincial People's Council ; the disbursement rate of public investment capital reached 33.51%. The progress of implementing a number of key projects, investment attraction projects, urban development projects is slower than planned, mainly due to problems related to site clearance. The progress of land allocation, forest allocation, and granting of forest land use right certificates has not met the requirements. The implementation of national target programs in the area is still limited, the progress is very slow. Some types of crimes are still complicated, especially crimes related to illegal drug trafficking, fraud, and transnational human trafficking. Some mechanisms and policies to support production development are slow to be guided and issued; the business environment is not really attractive to investors. The ability to grasp the situation and resolve difficulties and problems is still limited; some urgent issues of voters and people have not been resolved promptly and thoroughly .
The above-mentioned shortcomings have many different causes, including both objective and subjective causes; the responsibility of all levels, sectors and the Provincial People's Council has not fully and clearly promoted the role, functions, tasks and powers in deciding important issues, issuing mechanisms and policies, and supervising implementation (not yet organizing explanation sessions, not yet organizing meetings with voters at work and residence places...).
In order to complete the socio-economic development goals and tasks of the province, I propose that the delegates of the Provincial People's Council focus on discussing and clarifying the causes of limitations and weaknesses, especially the causes related to the sense of responsibility; capacity, effectiveness of management, operation and implementation of all levels and sectors; responsibilities in performing assigned duties and tasks, thereby proposing solutions to perform tasks more effectively in the coming time.
… At the 15th session, the Provincial People's Council will consider and resolve many contents, review the implementation of socio-economic development , ensure national defense, security , local budget revenue and expenditure tasks, public investment, land, etc. The contents and agenda of the 15th session of the Provincial People's Council, term XV, have been commented on by the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee so that the Provincial People's Council can continue to focus on discussing and deciding according to its authority and in accordance with the provisions of law. In order for the session to achieve the highest results, I would like to emphasize and suggest some key contents for the Provincial People's Council delegates to pay attention to during the discussion:
Firstly , it is recommended that delegates closely follow the policies, directions, and orientations of the Central Committee and the goals, tasks, and solutions set forth in the Resolution of the 14th Provincial Party Congress, Notice of Conclusion No. 1210-TB/TU, dated July 8, 2024 of the Provincial Party Executive Committee on the implementation of tasks in the first 6 months of the year, key tasks and solutions for the last 6 months of 2024, focus on discussing and clarifying the results achieved, limitations, difficulties, obstacles and causes, propose practical and effective solutions to remove difficulties and obstacles in land procedures, site clearance, investment attraction, promote administrative procedure reform, improve the investment and business environment, attract investment; overcome the situation of officials and civil servants lacking a sense of responsibility, fearing responsibility, avoiding and shirking in performing public duties.
Second, continue to innovate and improve the effectiveness of supervision, questioning and explanation activities; the content of supervision, questioning and explanation needs to focus on the limitations, weaknesses, bottlenecks, and obstacles to the development process of the province, affecting the lives of the people, drawing lessons and good practices to propose more effective solutions. Focus on supervising the implementation of conclusions and recommendations, ensuring strict implementation of state policies and laws, resolutions of the People's Council, improving the effectiveness and efficiency of the operations of the government apparatus at all levels.
Provincial People's Council committees need to continue to innovate and further improve the quality of examination, focusing on surveying and comparing actual situations at the grassroots level to give opinions on reports, projects, submissions and draft resolutions to ensure they are close to the practical situation.
Third, at this session, the Provincial People's Council will consider, discuss and approve resolutions on mechanisms and policies for training cooperation between Dien Bien province and the provinces of Northern Laos; implementing democracy at the grassroots level; decentralization in management and implementation of National Target Programs for the period 2024 - 2025; list of revenues and collection levels, revenue and expenditure management mechanisms for services supporting educational activities of public educational institutions and many other policies. These are very important contents for the socio-economic development of the province. I request the delegates to promote their responsibility to voters, democracy, thorough discussion, ensuring that the contents are in accordance with the provisions of law and the expectations of voters and the people.
Fourth, review the mechanisms, policies and guidelines issued by the Provincial People's Council and People's Committee, specifically identify the contents that have not been issued, the contents of the regulations are unclear, contradictory, overlapping, inadequate and difficult to promptly issue, amend and supplement to remove difficulties in implementation.
Fifth, continue to innovate and further improve the quality of voter contact activities by increasing the time and number of voters, promoting the effectiveness of thematic contacts, focusing on selecting contents that many voters and people are interested in, and prominent issues in social life. Through voter contact conferences, it is necessary to pay attention to promoting information, propaganda, and dissemination to voters and people of the Party's policies, programs, mechanisms, and policies, especially issues on regimes, mechanisms, and policies to support production development, social security, land recovery, site clearance, resettlement of investment projects, environmental protection, etc.
Sixth, after the session, the Standing Committee of the People's Council is requested to promptly issue resolutions within its authority; develop a plan to effectively implement the contents of the resolutions; deploy the Plan for the Provincial People's Council delegates to meet voters according to regulations; have solutions to overcome shortcomings and limitations to improve the capacity and effectiveness of the People's Council, the Standing Committee of the People's Council, the People's Council Committees, the People's Council delegations, and the Provincial People's Council delegates.
The Provincial People's Committee, the Fatherland Front, all levels, sectors, and socio-political organizations urgently deploy and effectively implement the contents approved by the Provincial People's Council. During the implementation process, it is necessary to step up propaganda, guidance, inspection, and supervision so that mechanisms and policies are implemented synchronously and effectively, with consensus and active participation of all classes of people.
… With the spirit of democracy, responsibility, discipline, and intelligence, I believe that the 15th session of the 15th Provincial People's Council will be a great success, making timely and correct decisions on important local issues, contributing to promoting socio-economic development, fulfilling the goals and tasks of 2024; striving to basically complete the goals and targets set by the Resolution of the 14th Provincial Party Congress by the end of 2024...
