The Ministry of Transport has just sent an official dispatch to the Vietnam Inland Waterways Administration and No Va Real Estate Investment Group Joint Stock Company (Novaland) regarding the proposal to dredging the channel at the confluence of Hau River and Can Tho Canal.

Accordingly, the Ministry of Transport requested the Vietnam Inland Waterways Administration to inspect and review the current status and scope of the area that Novaland proposed to dredge.

In case the dredging of the Hau River - Can Tho Canal junction as proposed by the Company falls under the management of the Ministry of Transport and is consistent with the scope of regulation of Decree No. 57/2024/ND-CP dated May 20, 2024 of the Government on the management of dredging activities in seaport waters and inland waterway waters, the Vietnam Inland Waterways Administration shall guide Novaland to comply with the provisions of the Decree and supplement the preliminary explanatory documents on the proposed dredging.

The dossier ensures the main contents such as: the necessity and suitability of the project with the planning and socio-economic development plan of the industry and locality; current status of the waterway; objectives, scale, and location of the project; expected dredging volume; expected location of dumping dredged material.

Novaland must also clarify the progress and time of project implementation; the ability to mobilize capital to implement the project; explain the plan for organization, management and construction; ensure safety of inland waterway traffic; ensure environmental sanitation; prevent environmental pollution, prevent landslides, protect river beds, banks, and water source protection corridors, and ensure the safety of the dike and irrigation system.

“Based on reviewing and evaluating the above contents, the Vietnam Inland Waterways Administration synthesizes, reports, and proposes to the Ministry of Transport for consideration and response to Novaland,” the Ministry of Transport's official dispatch stated.

Previously, in early November 2024, Novaland had a document proposing to dredge the Hau River - Can Tho Canal junction to serve the exploitation of the cross-river passenger wharf in Cai Khe ward, Ninh Kieu district, Can Tho city.

The scale of the waterway is equivalent to level III inland waterway; two-way width of the waterway is 54 m; ship depth is 3.7 m; suitable for ships with a capacity of 100 - 300 tons.

According to Novaland's calculation, the total estimated dredging volume is 711,163 m3. The centerline is about 638 m long, the width of the waterway is about 268 m, the curve radius is from 150 - 200 m, the width of the transition channel to the branch channel is 67 m.

The turning area for ships entering and exiting the branch channel has a diameter of 60 m to serve the change of direction to the wharf on the Con Au side; the branch channel connecting to the wharf is 17 m wide (1 lane).

Regarding capital sources and the ability to mobilize capital to implement the project, it is Novaland's equity and legally mobilized capital. The investment implementation progress is expected to be within 2 years (from 2024 to the end of 2025).

Regarding the operation plan, Novaland said it will invest in new basic dredging and operate annually.

This real estate group affirmed that it will not take advantage of dredging to recover and salvage dredged products; will carry out the project on schedule and with quality, without causing negative impacts on security, safety, environment, and landscape; will take full responsibility for investment efficiency and investment costs; and will not ask the state to reimburse costs.

It is known that Con Au is a floating island on Hau River in Hung Phu ward, Cai Rang district, Can Tho city, with an area of ​​about 130 hectares.

The Con Au area has now been basically comprehensively planned, oriented towards developing an eco-tourism urban area, combining high-class entertainment and sports areas, and up to now, two projects are being implemented: the Con Au Eco-tourism Urban Area and the Con Au Golf Course Project.

Therefore, Con Au will become an attractive destination attracting tourists to experience luxury eco-tourism combined with entertainment and sports, creating a highlight for the tourist destination of Can Tho City as well as the Mekong Delta region.

Currently, the traffic route connecting from the central area of ​​Can Tho City through Con Au to transport tourists and goods is mainly by waterway to the intersection of Hau River - Can Tho Canal from the cross-river passenger wharf in Cai Khe Ward.

Due to the natural dynamic process and the influence of the location of Con Au, the water area in front of the junction of Can Tho canal - Hau river has been alluviated, forming a small floating island in front and creating two branches of the flow at the mouth of Can Tho canal.

The sedimentation process has been going on for many years while there is no funding source for dredging, which has affected waterway traffic activities here; large vehicles with a tonnage of 100 to 300 tons from the Dinh An - Hau River shipping route must follow the Hau River branch west of Con Au to enter and exit Can Tho canal with a long travel distance, increasing transportation time and costs.

Therefore, the investment in dredging and establishing a channel at the confluence of Hau River and Can Tho Canal will facilitate the movement of water transport vehicles transporting goods and passengers from the cross-river passenger terminal in Cai Khe ward to Con Au.

The project also facilitates the movement of large watercraft with a capacity of 100 to 300 tons between the Dinh An - Hau River maritime route and the Can Tho canal inland waterway, helping to shorten the travel distance and reduce water transport costs.

At the end of September 2024, Can Tho City People's Committee issued Decision 2753/QD-UBND approving the detailed construction plan at a scale of 1/500 of Con Au Eco-tourism Urban Area with a total area of ​​19.43 hectares, in Cai Rang District. The project is invested by Novaland.

According to the planning project, Con Au Eco-tourism Urban Area has a total investment of more than 708.7 billion VND, belonging to a part of Con Au (upstream) surrounded by Hau River and its branches. The specific land use structure includes: central - service - entertainment area 1.868 ha; tourist works area (bungalows and resort villas) 6.123 ha; isolated trees, landscape, water surface and sports 9.2 ha; technical infrastructure area 0.288 ha; traffic, wharf 1.956 ha.
