Regarding the above incident, the Kien Giang Police Investigation Agency also detained Dang Van Cong (53 years old, residing in Mong Tho B commune, Chau Thanh district, Kien Giang) for 4 months and prosecuted and banned Nguyen Van Loc (51 years old, residing in An Hoa ward, Rach Gia city, Kien Giang) from leaving his place of residence.
According to the Investigation Police Agency of Kien Giang Province Police, Dang Phi Long is a senior inspector of Inspection Center 68.01S, who directly appraises road motor vehicle inspection records for modified vehicles with design and design exemption. Nguyen Van Cong is a mechanical engineer, Nguyen Van Loc works in the vehicle repair business.
According to the investigation results, Long colluded with Cong and Loc to fabricate vehicle inspection records for sale. Specifically, when a vehicle owner wanted to modify the vehicle, Long set a price for the design and inspection records. The price ranged from 10 to 15 million VND for a design-based modification record and 1.15 million VND for a design-free modification record.
After receiving the money, Long instructed the vehicle owner to modify the vehicle. The vehicle owner sent Long the vehicle's parameters and modified results. Long purchased the design documents from a company (through an officer of the Department of Registration) for 5 to 6 million VND/set.
When the Department of Vehicle Registration issued a certificate of design appraisal for the modified motor vehicle, Long immediately agreed to let Cong and Loc falsify the acceptance records of the modified motor vehicle.
The Investigation Police Agency of Kien Giang Province Police determined that Long and the inspection team overlooked a number of errors to create a "Record of inspection of technical safety and environmental protection quality of modified motor vehicles" for the vehicle owner to submit the inspection documents according to the procedure.
Long, Cong and Loc falsified 49 vehicle inspection records after renovation. Long also received over 86 million VND from 6 vehicle owners to sell design documents, ignoring errors in the inspection process.
