According to the General Urban Planning approved by the Government, on November 5, 2015, the People's Committee of Ha Tinh province issued a decision approving the Urban Zoning Plan - Ky Dong Urban Center, Ky Anh District. Resolution of the 26th Ky Anh District Party Congress, Resolution of the 10th Ky Dong Commune Party Congress for the 2020-2025 term also determined that by 2025, Ky Dong will be a type V urban area.

According to Vice Chairwoman of Ky Anh District People's Committee Duong Thi Van Anh, to realize that goal, right from the beginning of the term, the district has set out tasks and breakthrough solutions for economic development; focusing on leading the economic restructuring towards urban development, focusing on restructuring the agricultural sector, promoting poverty reduction, and ensuring social security. Deploying the construction of key projects with spillover effects to create momentum for urban development. Actively mobilizing maximum resources from economic sectors to build infrastructure. Renovating the current urban area along with completing infrastructure in newly developed areas.
Up to this point, Ky Dong urban area has achieved 83/100 points and 5/5 criteria for type V urban standards. In recent years, Ky Dong has made many strides in socio-economic development and urban infrastructure construction. The average annual economic growth rate is 11.2%. The value of agricultural, forestry and fishery production currently accounts for only over 13%; trade and services account for over 52%; industry and construction account for over 34%. The average income per capita has reached 4.5 million VND/month. The poverty rate is 2.5%.
With an effective production and business plan, synchronous infrastructure development and the dynamism of the people, Ky Dong is gradually forming the stature of a district center. Ms. Dang Thuy Anh - Secretary of the Party Committee of Ky Dong commune said: "Being shaped as the district center since the establishment of the district, in recent times, Ky Dong has closely integrated the program of building new rural areas with the program of building civilized urban areas. With the support of the district, the commune focuses all resources to synchronously build criterion number 5 in building type V urban areas - the level of infrastructure development".

Along with implementing criterion number 5 - synchronous development of infrastructure, in the strategy of building Ky Dong into a type V urban area, Ky Anh district also focuses on creating changes in people's thinking, thinking, and working style according to the urban lifestyle.

The event of Ky Dong commune becoming a type V urban area is an important milestone, creating the premise and motivation for Ky Anh to continue to consolidate and develop the criteria, towards the goal of becoming a town of the district in 2024.
