Check the progress of cultural projects

This afternoon, August 1, Vice Chairman of the Provincial People's Committee Hoang Nam inspected the progress of investment projects from the budget in the cultural and social fields, including: Housing project for talented athletes of the province; Provincial Technical College; Provincial Boarding High School for Ethnic Minorities; General Secretary Le Duan Memorial Project under the project to preserve, embellish and upgrade key historical revolutionary relics of Quang Tri province.

According to the report of the Provincial Construction Investment Project Management Board, the Provincial Talented Athletes Housing Project has a total investment of 23 billion VND from the provincial budget. The implementation period is from 2022 to 2024. Currently, the construction items of the athlete housing, gate, and fence have been completed at over 80% of the contract value; the yard, internal road, power supply, and water supply and drainage items outside the house have not been implemented. The current difficulty and problem is that in 2024, the project has not been funded, the completed acceptance volume has not been paid, so the contractor has organized the construction at a slow pace, and the progress is slow.

The project of the Provincial Technical College, the construction of a new multi-purpose lecture hall, renovation and expansion of the administration building, and renovation of classrooms has a total investment of VND 24,414 billion from the provincial budget. The implementation period is from 2022 to 2024. The capital plan for 2024 is VND 15,065 billion, of which VND 5,291 billion has been disbursed, reaching 35%.

Regarding the implementation status, the implementation value is estimated to reach 70% of the contract value. Of which, the expansion of the headquarters building and renovation of the classroom block have been completed; the construction, plastering and roofing of the new multi-purpose lecture hall have been completed. The renovation of the headquarters building is expected to be implemented in early August 2024.

The project of the Provincial Boarding High School for Ethnic Minorities has a total investment of more than 9.8 billion VND, including the following items: practice classrooms and dormitories. Currently, the practice classroom item has completed about 97% of the contract value; the dormitory item has completed about 70% of the contract value. The current difficulties and obstacles are that the capital source has not been arranged, the completed acceptance volume has not been paid, so the contractor is organizing the construction at a slow pace.

The General Secretary Le Duan Memorial Project, part of the project to preserve, restore and upgrade key revolutionary historical sites in Quang Tri province, has a total investment of 45 billion VND from the central budget. The implementation period is from 2022 to 2024. The capital plan assigned in 2024 is 15,675 billion VND; the disbursement value up to this point is 1.55 billion VND, reaching 9.9%.

Regarding the implementation of construction packages, for package No. 6: construction of exhibition and memorial houses, construction cover houses, renovation of memorial houses, green stone paved courtyards, demolition of existing items; installation of equipment for the current project that the contractor is implementing, the value of completed volume reached 12% of the contract value (equivalent to 50% of the value of the entire previous package).

For package 7: construction of reception management house, common service house, South and North gates, river wharf, memorial stele, historical river wharf introduction stele, fake soil concrete yard, electricity supply, water supply and drainage outside the house, the contractor is currently implementing the construction, the value of completed volume reaches 60% of the contract value.

At the inspection sites, Vice Chairman of the Provincial People's Committee Hoang Nam highly appreciated the efforts of departments, branches and contractors in implementing the projects. With difficulties and obstacles in the project implementation process, the Vice Chairman of the Provincial People's Committee assigned the Provincial Construction Investment Project Management Board to coordinate with relevant departments and branches to review and develop capital allocation plans for works and projects.

Note that from now until the end of 2024, temporarily stop allocating capital for projects that have not yet started construction to focus capital on projects that are in progress, avoiding wasting resources. Organize reviews and assessments of design, construction, and supervision units implementing works and projects from the budget. The Vice Chairman of the Provincial People's Committee emphasized that during the implementation process, not only the investor but also the consulting and supervision units and beneficiaries must be responsible for the project.

Regarding the project of housing for talented athletes in the province, Vice Chairman of the Provincial People's Committee Hoang Nam requested to survey the plan to build a road connecting to Le Thanh Tong Street. Regarding the project of the Provincial Technical College, it is required to urgently complete the remaining procedures for completed items to hand over to the school.

For the project of the Provincial Boarding High School for Ethnic Minorities, the Department of Education and Training is requested to research and propose synchronous equipment to put the items into use. For the project of the General Secretary Le Duan Memorial Site, this is a key project of the province, so the contractor is required to focus on human resources, machinery, and develop a suitable construction plan. It is necessary to work in 3 shifts to complete the project on schedule.
