Quang Ngai: An entire resettlement area and hundreds of other resettlement plots have been abandoned for more than 10 years.
Despite thorough investment, hundreds of remaining plots of land from resettlement areas have been arranged for people to live in and another resettlement area in Quang Ngai City has been abandoned for more than 10 years.
Abandoned resettlement area
Currently, in Tinh Long commune (Quang Ngai city), there are 3 resettlement areas with well-invested projects and hundreds of plots of land, but they have been abandoned for more than 10 years.
In 2013, Quang Ngai province started construction of the Dung Quat - Sa Huynh coastal road project (My Khe - Tra Khuc section). At that time, the Quang Ngai Provincial Traffic Construction Investment Project Management Board built resettlement areas in Tinh Long commune including: Ruong Ngo (95 lots), Go Den (65 lots), Dong Ben Su (237 lots) and Cay Sen (156 lots), to bring people with houses and land in the project area to live.
After the resettlement of the people, the above resettlement areas still have 105 vacant lots, of which 82 are in Cay Sen area and 23 are in Ruong Ngo area. It is worth mentioning that for more than 10 years, these 105 lots seem to have been forgotten and no one is managing them.

Local residents said that the resettlement area was built spaciously but was not put into use and was abandoned for a long time, causing overgrown vegetation and becoming a "garbage dump".
Mr. Nguyen Anh Tuan, Chairman of Tinh Long Commune People's Committee, said that up to now, these 105 vacant lots have not been handed over to the commune for management. Meanwhile, every year, Tinh Phong Commune has to use funds to repair damaged sewers and infrastructure; mobilize people to collect and treat waste here.
In addition, the Hoc Xa - Dong Lon resettlement area (Tinh Hoa commune, Quang Ngai city) was also abandoned because the people thought it was not suitable for them. Mr. Nguyen Duy Hiep, Vice Chairman of Tinh Hoa commune People's Committee, said that to avoid waste, the commune had proposed to the superiors on how to handle the abandoned land in this resettlement area, and at the same time requested the superiors to allow the locality to manage and use the invested and built works in the resettlement area.

It is known that the Hoc Xa - Dong Lon resettlement area (Tinh Hoa commune, Quang Ngai city) was invested in construction since 1997 with an area of 13 hectares, including 160 plots of land, with an investment cost of 11 billion VND. After completion, it will be a resettlement area for people in Binh Tri, Binh Thuan, Binh Dong communes (Binh Son district, Quang Ngai) to relocate, because their land and houses have been cleared to implement large projects in Dung Quat Economic Zone, including the Dung Quat Oil Refinery project.
Upgrade, repair
Chairman of Quang Ngai City People's Committee Tra Thanh Danh said that each resettlement area has different problems and needs its own time and mechanism to handle them.
Specifically, for the Hoc Xa - Dong Lon resettlement area in Tinh Hoa commune, after being handed over by the People's Committee of Son Tinh district in 2014 due to the merger of Tinh Hoa commune into Quang Ngai city, the City People's Committee reviewed the records and current status. However, the related records were incomplete, about 12 construction items built here were damaged.

According to Mr. Danh, the policy of the City People's Committee is to upgrade, repair or rebuild these works to serve the socio-economic development needs of local people. However, according to the law, the City cannot do this at present because it does not have enough previous construction documents. Therefore, the locality must carefully study and consult with competent authorities before repairing or upgrading this resettlement area.
Regarding 105 land lots in Tinh Long commune, the People's Committee of Quang Ngai City said that although the City has repeatedly made recommendations and the Provincial People's Committee has directed the investor to complete the procedures to hand over these resettlement areas to the People's Committee of Quang Ngai City for management and use, the investor has not yet handed them over. Therefore, the People's Committee of Quang Ngai City cannot allocate funds for maintenance and construction of public works here to serve the people.
