Accordingly, implementing Decree No. 104/2022/ND-CP dated December 21, 2022 of the Government on amending and supplementing a number of articles of the decrees related to the submission and presentation of paper household registration books and temporary residence books when performing administrative procedures and providing public services, Vietnam Social Security has reviewed administrative procedures and public services under the authority of the Industry and abolished the file component of "paper household registration books and temporary residence books" in administrative procedures in the fields of collecting social insurance, health insurance, unemployment insurance, occupational accident and disease insurance, issuing social insurance books and health insurance cards.

Currently, the administrative procedures under the jurisdiction of Vietnam Social Security no longer have any procedures regulating the provision and presentation of household registration books and temporary residence books. At the same time, Vietnam Social Security has also completed the connection with the national population database, ensuring the service of looking up and verifying citizens' information and providing guidance on implementation.

In order to implement and carry out the above regulations, Vietnam Social Security directs Social Security agencies of provinces and cities in the process of receiving documents, handling and returning results of administrative procedures not to require citizens to provide or present household registration books and to note the following contents:

Firstly, strictly comply with the Regulations on organization and operation of the Department of Receiving and Returning Results of Handling Administrative Procedures under the one-stop and one-stop mechanism in the Vietnam Social Security sector; ensure that the components of the dossier are in accordance with the regulations in the current Decisions on promulgating administrative procedures of Vietnam Social Security; and do not request additional documents outside of the regulations.

Second, personal identity authentication is applied to all cases of submitting administrative procedure settlement dossiers to resolve the right person and in accordance with regulations. Authentication information is looked up and exploited through one of the following forms:

1. Through the function of looking up citizen information from the National Population Database on the software for collecting and managing books and cards according to the instructions in Official Dispatch No. 1796/CNTT-PM dated September 19, 2023 of Vietnam Social Security.

2. Through the citizen's electronic identification account displayed in the VneID application (in case the citizen provides information via the VNeID application) according to the instructions in Official Dispatch No. 2048/BHXH-VP dated July 5, 2023 of Vietnam Social Security on the use of information and documents integrated on VNeID in receiving records and returning results of administrative procedure settlement.

3. Use a reader device that has been connected online to the National Population Database, including a QRCode reader or a chip reader on a chip-embedded Citizen Identification card (in case the Vietnam Social Security has equipped the QRCode reader or chip reader on a chip-embedded Citizen Identification card).

Third, in cases where information has been looked up using the above methods but there is no data for verification, the officer receiving the administrative procedure settlement file is required to request the citizen to submit a copy or present valuable documents proving information about residence: Certificate of residence information, Notice of personal identification number and citizen information in the National Population Database.

Fourthly, for administrative procedures that require submitting documents at the place of residence but the person submits the documents at a place other than the place of residence stated on the Citizen Identification Card or Identity Card (still valid), only the components of the documents are required in accordance with the regulations in the current Decisions on promulgating administrative procedures of Vietnam Social Security; verifying personal identity to resolve the issue to the right person and in accordance with regulations.

Vietnam Social Security also requires Social Security agencies of provinces and cities to be responsible for publicizing this Document on the local Social Security Portal and posting it at the Department of Receiving Records and Returning Results of Administrative Procedures to widely inform, facilitate, and bring satisfaction to citizens in resolving administrative procedures in accordance with the Government's direction.
