Phase 1 ward rearrangement, reducing 39 wards
Attending the event were Party Central Committee member - Chairman of Ho Chi Minh City People's Committee Phan Van Mai, Vice Chairmen of the City People's Committee Vo Van Hoan, Nguyen Van Dung; Vice Chairman of the City People's Council Huynh Thanh Nhan; Permanent Vice Chairman of the Vietnam Fatherland Front Committee of the City Nguyen Thanh Trung; along with thousands of ward, hamlet, TDPTND cadres, and leaders of 80 wards.
After the Liberation of the South and the reunification of the country (April 30, 1975), the city underwent many times of administrative unit rearrangement. In this rearrangement, new neighborhoods had 500 households or more, hamlets had 300 households or more, no more than 4 people participated in managing the neighborhood or hamlet. The city used to have 25,369 TDPTND, tens of thousands of people held the positions of Secretary, Deputy Secretary, TDPTND group leader, many of whom had been TDPTND group leader for nearly 50 years. Many TDPTND group leaders affirmed that the rearrangement of neighborhoods and hamlets (SXKP) reduced personnel and reduced waste.
Regarding the merger of commune-level administrative units according to Resolution 1278/NQ-UBTVQH15, in the city after the arrangement of 80 wards (phase 1), 41 new wards were formed (reducing 39 wards). The merging of wards reduced the number of people, but the work still went smoothly because the cadres and civil servants were thoroughly informed in advance.
At the conference, delegates listened to Chairman of District 12 People's Committee Nguyen Van Duc present a speech "On leadership and direction in developing a production and business plan, implementing the development of a production and business plan; organizing the announcement of Resolution 11/NQ-HDND dated March 14, 2024 of the City People's Council".
According to Mr. Duc, since the beginning of 2023, District 12 has carried out propaganda work in the political system and among the people about the meaning and purpose of SXKP to create consensus. From there, the District People's Committee organized the installation of billboards, hanging banners, electronic boards, mobile radio broadcasts, etc. At the same time, a specialized team was established consisting of departments and offices to coordinate with 11 wards to collect household data, number of neighborhoods, area, and boundaries of new neighborhoods to compare with the criteria and instructions of the City as a basis for arrangement. Through implementation, the number of 80 neighborhoods was determined to be arranged into 339 neighborhoods in District 12.
Then the District People's Committee reported and asked for the policy of the Standing Committee of District 12 Party Committee on the number of 339 neighborhoods after arranging in the area, meeting points, selecting personnel and electing 339 neighborhood leaders, combined with electing 339 members of the Ward People's Inspection Committee for the 2024-2029 term, to come into operation on April 1, 2024.
Arrange work for people from leader to deputy
Delegates also listened to the leaders of the newly established wards present the advantages and difficulties after 11 days of operation (from January 1 to January 11, 2025). Ms. Do Thi Van - Chairman of the People's Committee of Hung Phu Ward (merged from Wards 8, 9 and 10, District 8) said that the advantage is the attention and support of the District 8 Party Committee from the stage of arranging personnel, working headquarters, operating equipment, up to now 62 civil servants of the ward have served the people continuously. Regarding the difficulties, because the number of civil servants of the ward has been imported mechanically, it is difficult to arrange work for each person, seats, working equipment; although households have been propagandized, when they come to contact the work, they have encountered many confusions (strange cadres, changed rooms...).
Concluding the conference, Chairman of Ho Chi Minh City People's Committee Phan Van Mai respectfully acknowledged the contributions of those who have participated in neighborhood, hamlet, and TDPTND activities over the past nearly 50 years.
Chairman of Ho Chi Minh City People's Committee Phan Van Mai requested the City Digital Transformation Center to urgently implement a digital application platform for the activities of neighborhoods and hamlets. Because a hamlet with 350-400 households will easily grasp information, then the neighborhood staff will have less trouble.

“The administrative units will be rearranged from 312 communes and wards to 273 communes and wards. The assets after the rearrangement must also be used in a way to avoid waste,” said Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai.
Prime Minister awarded certificates of merit to 33 individuals
On this occasion, 33 individuals were honored to receive certificates of merit from the Prime Minister for their outstanding achievements in participating in TDPTND activities.
The Chairman of Ho Chi Minh City People's Committee awarded certificates of merit to 109 collectives and 43 individuals with achievements in implementing the SXKP; sent letters of commendation and gifts of gratitude to 22 localities and 57,643 individuals who actively contributed to the activities of TDPTND.
