The local authorities of Lang Son and Cao Bang provinces will determine that the site clearance work for the Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressway projects will be completed in the first quarter of 2025.

These are two transport projects expected to create a vital international expressway network, connecting international trade, enhancing competitiveness, promoting socio-economic development and strengthening national security and defense of localities and regions.

At the Dong Dang – Tra Linh Expressway Project, immediately after the groundbreaking ceremony on January 1, 2024, the People's Committees of the two provinces: Cao Bang and Lang Son continuously launched high-point emulation campaigns to propagate and mobilize people. Investors and project enterprises also actively coordinated and advanced funding to soon have a site for construction.

At the meeting of the Steering Committee of the Dong Dang - Tra Linh Expressway Project held on February 5, 2025, Mr. Quan Minh Cuong, Secretary of the Cao Bang Provincial Party Committee, directed competent authorities to quickly remove obstacles, including obstacles related to site clearance.

The Cao Bang Provincial Party Secretary also called for high determination from the entire local government system to hand over the site for the Dong Dang - Tra Linh Expressway Project in the first quarter of 2025.

According to the project enterprise representative, the handover of the Dong Dang - Tra Linh Expressway Project site has not been synchronized due to problems related to residential land and technical infrastructure.

During the technical design process, some sections of the route were adjusted according to the actual terrain and people's wishes, leading to the need to update the clearance area. Currently, the total constructionable area is 576.37 ha/634.04 ha, equivalent to 90.90%.

In Cao Bang, three resettlement areas are still under implementation, affecting housing arrangements for households losing land.

In addition, the adjustment of the land clearance boundary compared to the feasibility study documents makes the procedure for converting forest use purposes take more time. The relocation of technical infrastructure has not ensured progress, continuing to affect the construction process.

Speaking to the press, Mr. Hoang Van Thach - Vice Chairman of Cao Bang Provincial People's Committee, affirmed that although there is not much time left, the districts in the area will strive to complete the site clearance for the additional area due to file adjustment in the first quarter of 2025.

At the Huu Nghi - Chi Lang Expressway Project, Lang Son provincial authorities have handed over 47.13 km/59.76 km of the expressway, equivalent to 76.35% of the land area (425.82 ha/557.82 ha).

However, many areas of the handed-over land are still in a state of “sticky rice and beans”, interspersed with land that was paid for in 2018. The actual accessible construction area is only 68.47% (381.87 ha). The volume of technical infrastructure that needs to be relocated is still large, although the plan has been approved and the construction unit has been selected, the actual implementation progress is still limited.

According to Mr. Luong Trong Quynh, Vice Chairman of Lang Son Provincial People's Committee, the site clearance work according to the normal process can last from 5 to 6 months. However, with high determination, the locality aims to complete 100% of the site clearance work in the first quarter of 2025.

"The locality is actively promoting propaganda and mobilizing people to hand over the site soon," said a representative of the Lang Son Provincial People's Committee about solutions to speed up progress.

In order to ensure housing for 406 households affected by the project, Lang Son provincial authorities are speeding up the approval and selection of contractors to build resettlement areas, while considering on-site resettlement options for eligible households.

At the Huu Nghi - Chi Lang Expressway Project, technical infrastructure relocation is one of the biggest bottlenecks at present, requiring close coordination between the Provincial People's Committee, the electricity company, the telecommunications enterprise and the construction contractor to avoid affecting the project's progress. According to the plan, in the first quarter of 2025, the entire technical infrastructure system such as power lines, telecommunications, and signal information will be completed for relocation.

Lang Son provincial authorities are well aware that mobilizing people to agree with the compensation and support plan is also a key task. The government will accelerate the payment of compensation with the goal of completing 100% as soon as possible. At the same time, the province continues to review and add traffic land targets to the planning and land use plan to ensure that the progress of site clearance is not interrupted.

In Van Lang district, where both key expressway projects Huu Nghi - Chi Lang and Dong Dang - Tra Linh pass through, the amount of work ahead is huge, local authorities and project enterprises are speeding up coordination to count, verify and develop a plan for site clearance.

"We are mobilizing all staff to participate in counting and measuring to speed up the progress and implement compensation payments to people as soon as possible. It is expected that in the first quarter of 2025, we will ensure the handover of the entire site," said Mr. Nguyen Van Truong, Secretary of Van Lang district.
