On the afternoon of December 10, informing VietNamNet reporter, Major General Nguyen Thanh Tung, Deputy Director of Hanoi City Police, said that they had initiated a case, prosecuted the accused, and temporarily detained Nguyen Duc Thanh (born in 1992, in Bac Ninh City), Pham Ngoc Tuan (born in 1991), Ngo Van Duong (born in 1994), Nguyen The Trung (born in 1994), Nguyen The Quan (born in 1994), all in Dong Anh district (Hanoi), for the crime of violating regulations on property auction activities.

Previously, in November 2024, Tuan learned about the auction of land use rights in the project to build technical infrastructure to renovate and develop rural residential areas (Dong Lai village, Quang Tien commune, Soc Son district), so he asked Duong to buy the auction documents issued by Thanh Xuan Company (Thanh Xuan district) - the unit that coordinated the auction.

To ensure winning the auction of the desired plots of land, Tuan agreed and discussed with Nguyen Thi Quynh Lien (born in 1981, registered in Dong Anh), Nguyen Duc Thanh, Nguyen The Trung, Nguyen The Quan and Ngo Van Duong about participating in the auction together.

Specifically, Tuan has provided a reference price list for each plot of land that Tuan has calculated and prepared in advance. According to this table, the plots of land have a value ranging from 20 to 32 million VND/m2, estimated at 1.7 - 3.9 billion VND/plot of land.

The subjects determined that this was the highest price that could be purchased for each plot of land, so if in the 4th round, the highest bidder was still below the price Tuan had recorded in the spreadsheet, the group of Duong, Lien, Thanh, Quan and Trung would continue to participate in the 5th and 6th rounds, but would not bid more than the price Tuan had assessed.

If in the 4th round someone bids more than the maximum price set by Tuan, the subjects will offer an unusually high price in the 5th round, but drop out of the auction in the final round (round 6). At that time, the auction will be forced to stop and re-auction at the next time, because the auction did not complete 6 rounds according to the regulations. At the same time, the subjects will not lose their deposit and will have the opportunity to continue participating in the auction to buy the desired land lot.

To carry out their plan, the subjects transferred money to Duong and Tuan. Then Tuan transferred a total of 3.616 billion VND to Thanh Xuan Company to deposit for the land auction.

In fact, at the auction on November 29, the auction subjects initially bid in order of the price they could afford. However, when they discovered that the auction price of 36/58 plots exceeded the maximum price that the subjects had discussed in advance, in the 5th round of auction, the subjects offered very high prices, far exceeding the starting price.

Pham Ngoc Tuan even offered a price of over 30 billion/m2 (about 12,000 times higher than the starting price)... leading to the unsuccessful auction of 36 land lots.

Faced with unusual signs of the auction, the Director of Hanoi City Police Department directed the Department of Investigation of Corruption, Economic, Smuggling, and Environmental Crimes to coordinate with relevant units to urgently investigate, verify, and clarify the acts of the subjects with signs of law violations.
