According to the report, on November 29, the Soc Son District Land Fund Development Center organized an auction of 58 plots of land in Dong Lai village, Quang Tien commune (Soc Son district). The plots of land have an area of 90-224 m2 with a starting price of 2.48 million VND/m2. The deposit is 223-550 million VND/plot (20% of the total value of the plot of land calculated according to the starting price).
According to the regulations, the auction is held directly, must go through at least 6 mandatory rounds and the customer who offers the highest price in round 6 will be the auction winner. However, in the 5th round, some plots of land were offered unusually high prices by participants. Among them, Mr. Ph.Ng.T. (residing in Dong Anh district, Hanoi) paid 30 billion VND/m2 for 3 plots of land (numbers A12, A13, C6).
Customer Ngo Van D. paid 101.4 million/m2 for 13 plots of land. Two customers including Ng.Th.Q., Nguyen The Trung (both residing in Dong Anh district) paid 98.4 million/m2 for 10 plots of land.

Similarly, 10 other plots of land were also bid by Ms. Ng.Th.QL and Mr. Ng.Đ.Th at 50.4 million/m2; 59.4 million/m2; 62.4 million/m2; 68.4 million/m2 respectively. However, in the final round - round 6, the above 36 plots of land were not bid on by the above customers anymore, they withdrew because they were "too scared".
According to the leader of the People's Committee of Soc Son district, only 22/58 plots of land were successfully auctioned with the lowest winning price being over 32 million VND/m2; the highest being over 50 million VND/m2. 36 plots were auctioned again for which 6 customers paid unusually high prices and then withdrew.
Speaking to Nguoi Lao Dong Newspaper on December 2, Mr. Ph.Ng.T. (residing in Dong Anh District, Hanoi) - the person who paid 30 billion VND/m2 for 3 plots of land, said that during the land auction he bought many auction documents. When the auction reached the 5th round, "he was tired, which led to confusion".
"At first, I wrote about 300 million in the receipt, then crossed it out and went back but still made a mistake. I accidentally wrote only numbers and not words. The other receipts that said 17 million/m2 to 20 million/m2 were written correctly, only 3 lots were wrong. Until now, I still don't remember how much I wrote at that time, only later did I know that the mistake was up to 30 billion VND/m2" - Mr. T. said and said that if he had known about the mistake at that time, he would have corrected it.
Mr. T. affirmed that he did not sabotage the auction. In addition, since the end of the auction, no authorities have contacted him to find out about the incident related to him. "We must understand that bargaining is a human will. We cannot force people to pay low. We cannot prohibit people from paying high," said Mr. T.
