On January 25, the Investigation Security Agency of Da Nang City Police announced that it had issued decisions to prosecute and detain Tran Dinh Chien (42 years old, residing in Bac Ly ward, Dong Hoi city, Quang Binh province), and prosecute and prohibit Dinh Thi Bich Thuy (41 years old, residing in Bac Nghia ward, Dong Hoi city) from leaving her place of residence.
The investigation determined that Chien and Thuy took advantage of their job as labor brokers to help Huynh Thi Ngoc Le (32 years old, residing in Hoa Khanh Bac ward, Lien Chieu district, Da Nang city) recruit 3 workers from Quang Binh to work in Dubai, and of these 3 workers, 2 had already left for Dubai.

However, after arriving in Dubai, the two were sold to a Chinese-owned company, had their passports confiscated, and were forced to work. When they discovered that the work was not as promised, the two workers demanded to return home, but were sold to another company.
As reported by VTC News, on December 20, 2023, the Investigation Security Agency of Da Nang City Police issued a decision to prosecute the case, prosecute the accused and apply preventive measures to prohibit Huynh Thi Ngoc Le from leaving her place of residence for the act of "Human trafficking".
The investigation determined that from 2020 to present, Huynh Thi Ngoc Le has been working as a broker and labor export consultant in Lien Chieu district. Through another person's introduction, Le got to know a person named H. (from Ha Tinh province, currently living in the Emirate of Dubai) and was told by this person that she was looking to recruit Vietnamese workers to work in Dubai with attractive salaries.

During the discussion, the two agreed: Le would be in charge of posting information, consulting, and receiving documents and money from workers in Vietnam to send to H. After that, H. would be in charge of making visas and picking up workers in Dubai.
The condition is that H. collects 1,000 USD/worker from Le, and Le does not interfere with how much he collects from the workers.
After agreeing, Le announced the recruitment and within 2 days (June 30 and July 20, 2023), Le sent 5 workers to Dubai via Noi Bai Airport (Hanoi).
Upon arriving in Dubai, H. picked up the five workers and arranged for them to work at a Chinese-owned company. There, the victims were forced to work and were forced to do fraudulent work over the Internet.
When they discovered that the work was not as promised, the victims and their families repeatedly asked Le to take them back to their country, but Le did not comply.

By early August 2023, Ms. P.'s family (residing in Hoa Vang district, Da Nang city) had brought 2 relatives back to the country safely, the remaining 3 were still in Dubai but their whereabouts were unknown because they were sold through many different companies.
From the victim's complaint, the Da Nang City Police Investigation Security Agency began an investigation and determined that Le collected a total of 265 million from 5 workers, transferred 115 million to H., and appropriated the rest.
