What does President Biden mean by calling for Trump to be 'locked up'?

US President Joe Biden said on October 22 that Republican candidate Donald Trump is a danger to democracy and should be locked up "politically" at a Democratic event in New Hampshire.

“[Donald Trump] thinks he has the Supreme Court’s immunity — to be able, if necessary, if the circumstances are right — to actually eliminate, literally eliminate — shoot, kill — anybody he believes is a threat,” Biden said. “I know that sounds incredible. If I said that five years ago, you would have locked me up. But we have to lock him up. Lock him up politically. Isolate him. That’s what we have to do.” At the New Hampshire Democratic Party headquarters, Biden said former President Trump wanted to overturn the protections set out in the US Constitution, and warned that “democracy is at stake” if Trump wins the Nov. 5 election. He accused Trump of replacing public officials with loyalists.

Biden’s comments echoed a common refrain used by Trump and his supporters when referring to Hillary Clinton during the 2016 campaign. At the time, Trump did not discourage supporters from chanting “lock her up.” This campaign, Trump’s opponent, Vice President Harris, has frequently objected to her supporters chanting “lock him up,” referring to Trump. Harris has insisted that the courts will resolve the issue and that she is focused on winning the election. Many Democrats have also been careful to avoid similar rhetoric amid Trump’s numerous legal troubles. The former president was convicted of 34 counts in New York earlier this year related to a hush-money payment. He still faces federal charges in Washington over his efforts to stay in power after losing the 2020 election. As president, Biden has also avoided publicly commenting on Trump's legal problems, to ensure the independence of the Justice Department. Trump has repeatedly criticized the cases against him as politically motivated. "Joe Biden just admitted the truth: his and Kamala's plan all along was to politically suppress their opponent, President Trump, because they couldn't beat him fair and square," Trump spokeswoman Karoline Leavitt said. "The Harris-Biden administration is a real threat to democracy. We call on Kamala Harris to condemn Joe Biden's disgraceful comments."
