Connected to high volume transport hubs
The Ministry of Transport announced the conclusion of the meeting of Deputy Minister Nguyen Danh Huy at the meeting to provide comments on the initial report on planning of railway routes and stations in the key areas of Ho Chi Minh City.
Accordingly, the Deputy Minister requested the consultant to continue investigating and surveying to collect all relevant information; fully absorb the opinions of agencies and units to complete the planning project.

In particular, it is noted that experience in detailed planning research must be drawn, and the research process must ensure compliance with the national master plan. The planning content aims to detail the approved national sectoral planning to be included in local planning such as occupancy boundaries, land use needs, functional zoning, transportation organization, external traffic connections and urban railways.
Planning research must also overcome current shortcomings in planning hubs; save land funds, and be consistent with local planning. Synchronously connect national railways with urban railways and other modes of transport, paying attention to connecting railways with transport hubs with large traffic such as industrial parks, dry ports, and logistics centers in Ho Chi Minh City and the Southeast region to serve the socio-economic development of the region and localities.
The consultant must continue to update information and input data such as: Current status of natural conditions, socio-economic conditions, land use, transportation, etc.; land use planning, urban areas, transportation, industrial parks, dry ports, logistics centers in localities related to the Ho Chi Minh City hub area. Update projects of Ring Road 3, 4 of Ho Chi Minh City; Long Thanh - Thu Thiem light rail project; Ho Chi Minh City urban railway project: Line 1 Ben Thanh - Suoi Tien, Metro Line 2 Ben Thanh - Tham Luong...; High-speed railway project on the North - South axis. Data and information must be complete and accurate as a basis for research and proposal of appropriate planning options.
"Soon complete the investigation and survey work to collect input data, especially the survey of traffic demand on departure and destination points, transportation demand at hubs, transportation density on routes and railway lines... From the survey of traffic demand, combine with updating the provincial planning to develop train operation plans, arrange stations, scale, station functions and determine appropriate investment priorities", Deputy Minister Huy directed.
Research on synchronous and open technology solutions
Deputy Minister Nguyen Danh Huy requested that consultants develop an optimal train organization plan for the stages of forming the railway network in the Ho Chi Minh City hub, including organizing exploitation and joint train operation between urban railways and national railways. Clearly assess the functions of connecting railway sections; at the same time, research to minimize the need to change means of transport, creating convenience for passengers.

The study proposes synchronous, modern and open technological and engineering solutions to ensure convenient and effective connection of railway lines in the hub area, including connecting national railways with urban railways and electrification routes for existing railways.
For stations, it is necessary to clarify functions and tasks; propose solutions to connect transportation, especially public transportation such as urban railways and buses; connect technical infrastructure, ensure the ability to clear passengers and goods during rush hours; specifically determine the scale and area of construction items and the entire station area.
The research results must propose an overall network of routes, routes, all stations in the hub area, and an exploitation organization plan; in which, attention must be paid to the joint exploitation of national railway infrastructure with urban railways.
