The general objective of the plan is to promote HIV/AIDS prevention and control activities to reduce the number of new HIV infections and AIDS-related deaths, end the AIDS epidemic in the province by 2030, and minimize the impact of HIV/AIDS on socio-economic development.
The plan targets set for 2030 are: the rate of people with high-risk behaviors accessing HIV infection prevention services will reach 80%; people with HIV knowing their HIV status will reach 95%; people with HIV knowing their HIV status will receive antiretroviral treatment for HIV will reach 95%; people receiving antiretroviral treatment for HIV with viral loads below the suppression threshold will reach 95%; mother-to-child transmission of HIV will drop below 2%. The rate of people with HIV dying from HIV/AIDS will be less than 1/100,000 people; people addicted to opium-like substances will be treated with replacement drugs will reach at least 50%; men who have sex with men will receive pre-exposure prophylaxis for HIV with drugs will reach 40%; young people aged 15 to 24 will have full knowledge about HIV/AIDS will reach 80%; people aged 15 to 49 will not discriminate against people with HIV will reach 80%; Strive for 100% of HIV-infected people to participate in health insurance. According to Dr. Ton That Toan - Deputy Director in charge of the Provincial Center for Disease Control, to achieve the above targets, the plan proposes solutions: Strengthening the leadership of Party committees and authorities at all levels, inter-sectoral coordination in HIV/AIDS prevention and control; mobilizing community participation; ensuring fairness and equality in access to HIV/AIDS prevention and control services... "The health sector will innovate and improve the quality of treatment and HIV infection prevention measures. In particular, prioritizing HIV infection prevention interventions for high-risk groups. At the same time, expanding treatment at many other facilities and organizations; mobilizing the participation of private health care in HIV/AIDS treatment. At the same time, innovating communication work to reduce stigma and discrimination related to HIV; diversifying models of providing condoms and syringes; promoting HIV testing counseling and epidemic monitoring...", Dr. Ton That Toan shared.
Achieved many positive results
Last year, the provincial health sector in general and the provincial Center for Disease Control in particular synchronously implemented many HIV/AIDS prevention and control activities and achieved some positive results.
Accordingly, nearly 1,260 people infected with HIV are participating in ARV treatment (anti-HIV drugs, inhibiting the replication of the virus, maintaining the lowest concentration of virus in the blood), of which the number of patients on ARV treatment with periodic viral load tests below the inhibition threshold is 156 people; the rate of patients on ARV treatment completing treatment for latent tuberculosis is nearly 95% of the infected people. The total number of people receiving HIV counseling and testing is 40,180, thereby detecting 84 people positive for HIV... The health sector has also successfully implemented a model to prevent HIV transmission from mother to child, counseling and testing for HIV for more than 11,000 pregnant women, thereby detecting 3 pregnant women infected with HIV (all cases were treated with ARV drugs promptly). In addition, the number of drug addicts accessing the clean needle and syringe program is nearly 790 people; Methadone treatment for opioid addiction for more than 290 people; the number of people treated before HIV exposure at least once is 320 people...
In parallel, the Provincial Center for Disease Control has coordinated with departments, branches and organizations to conduct many HIV/AIDS prevention and control communication sessions for members and people in the community. At the same time, nearly 15 group communication sessions were organized for more than 200 men who have sex with men on HIV pre-exposure prophylaxis using PrEP; coordinated with 10 secondary and high schools to organize communication sessions on the epidemic, including integrating HIV/AIDS content for more than 5,000 students... Participating in the communication session, Tran Quoc Hoan - a student at Nguyen Thi Minh Khai High School (Cam Ranh City) said: "The communication session helped me better understand the harms and sources of HIV transmission. This is very useful knowledge for us to know how to "say no" when being lured by bad people and especially not to discriminate against infected people".
Dr. Ton That Toan said: “Although some results have been achieved, HIV viral load testing paid for through health insurance has not yet been implemented. Due to human resources and funding, the province has not yet applied new models and initiatives such as mobile PrEP, telePrEP, etc. These are the current difficulties in HIV/AIDS prevention and control in the province.”
The issuance of the HIV/AIDS prevention and control action plan for the period 2025 - 2030, aiming to end the AIDS epidemic by 2030 in the province, has created conditions for HIV/AIDS prevention and control to be promoted with many synchronous solutions. At the same time, it will help HIV/AIDS prevention and control in the province achieve more positive results.
The total number of HIV cases that are still alive and being managed in localities is 1,483 people. The rate of HIV infection in the province accounts for 0.23% of the population. The whole province has 8/9 districts, towns, and cities (accounting for 88.9%) with 128/132 communes, wards, and towns having people infected with HIV/AIDS (accounting for 92.1%).
