(MPI) – Speaking at the Closing Ceremony of the Microchip Design Training Program, combined with the Seminar “Promoting the role of Vietnamese enterprises in developing human resources for the semiconductor industry”, Minister Nguyen Chi Dung emphasized that the semiconductor human resource training initiated and led by the Ministry of Planning and Investment is being strongly responded to and implemented simultaneously by localities, enterprises and universities.

The event was organized by the National Innovation Center (NIC), Ministry of Planning and Investment in collaboration with Cadence Corporation, FPT Corporation and Tresemi, USA with the participation of Secretary of the Da Nang City Party Committee Nguyen Van Quang; Mr. Vu Hai Quan, Director of Ho Chi Minh City National University; Mr. Truong Gia Binh, Chairman of FPT and representatives of the leaders of the Ministries: Education and Training, Information and Communications, Science and Technology, Labor - Invalids and Social Affairs; and leaders of the Party Committees, People's Committees of Hanoi, Hai Phong, Bac Ninh, Hanoi National University, Ho Chi Minh City National University and universities participating in semiconductor training. With the participation of large enterprises in the semiconductor industry FPT, Viettel, ... In addition, there was the participation of students participating in the microchip design training class.

Minister Nguyen Chi Dung emphasized that these are practical and meaningful activities to proactively implement the Project "Developing human resources for the semiconductor industry to 2030, with a vision to 2050". Along with that, NIC has actively coordinated to organize many training courses with the participation of technology corporations such as Qorvo, Cadence, ARM, Siemens, Google, Samsung, FPT, in coordination with the Vietnam Innovation Network in Silicon Valley (USA). It can be said that the semiconductor human resource training initiated and led by the Ministry of Planning and Investment is being strongly responded to and implemented simultaneously by localities, enterprises and universities.

The Ministry of Planning and Investment acknowledges and appreciates the support and cooperation of ministries, branches and localities, especially agencies such as the Ministry of Education and Training, the Ministry of Information and Communications, the Ministry of Science and Technology, the Ministry of Labor - Invalids and Social Affairs, Da Nang city, Ho Chi Minh city, Hanoi... for programs and activities to develop human resources for the semiconductor industry; highly appreciates the National Innovation Center, TreSemi and FPT Corporation for successfully coordinating to implement the course in the past time.

With the activeness and initiative of all levels and sectors, Minister Nguyen Chi Dung expressed his belief that the goal of training 50,000 engineers and bachelors for the semiconductor industry, including 15,000 for the design stage, will soon be achieved and meet the demand for semiconductor human resources at home and abroad by 2030.

According to Minister Nguyen Chi Dung, the semiconductor industry is one of the important foundations of the modern economy, the "heart" of the technological revolution, the basis for the development of many high-tech industries. Resolution No. 29-NQ/TW dated November 17, 2022 of the 6th Conference of the 13th Party Central Committee clearly defined the goal of continuing to promote the country's industrialization and modernization, in which the semiconductor industry is identified as a spearhead industry.

To develop the semiconductor industry, Vietnam has identified the need to prioritize strong investment in developing high-quality human resources for the industry. This is not only an urgent requirement to keep up with global technology trends, but also a proactive, strategic step to build Vietnam's position in the semiconductor industry value chain.

Minister Nguyen Chi Dung said that Vietnam has a very strong advantage in human resources, but human resources must be trained and focusing on training human resources for this industry is a strategic issue; it is an opportunity to contribute to promoting the country's industrialization and modernization.

As a general advisory body on socio-economic development strategies, the Ministry of Planning and Investment has advised and submitted to the Prime Minister the "Project on Human Resource Development for the Semiconductor Industry to 2030, with a vision to 2050". The project is in the final stage of collecting opinions from ministries and branches and is being compiled for submission to the Government. This is a very meaningful project, a vision and strategy for the country. At the same time, it is emphasized that when we have a good strategy, good infrastructure, good institutions, good human resources, it will determine success in participating deeply in the value chain of the semiconductor industry; expressing confidence that, with the determination of the Government, ministries, branches, localities, institutes, universities, enterprises, and international organizations, we will achieve the set goals.

Along with that, the Ministry of Planning and Investment is developing policies to attract investment and form an ecosystem for the Vietnamese semiconductor industry; the Ministry is developing a Decree on the establishment, management and use of the Investment Support Fund.

Also this week, on August 5, 2024, the Prime Minister signed a Decision to establish the National Steering Committee for the Development of the Semiconductor Industry, in which the Ministry of Planning and Investment was assigned to be the standing agency of the Steering Committee. These are very proactive steps by the Ministry to develop an ecosystem for the semiconductor industry.

The National Innovation Center's collaboration with domestic and international partners to develop microchip design training programs is an important step in the journey of Vietnamese people gradually mastering technology in the semiconductor industry. This is an important solution to promote the breakthrough in Vietnamese human values ​​in the country's socio-economic development strategy for the period 2021-2030.

The Minister also expressed his pleasure to hear the sharing of delegates from management agencies, enterprises and schools about the role of the linkage model between the State - Enterprises - Schools. Accordingly, the process of building programs, selecting students, organizing training and practice are all carried out on the basis of close cooperation between schools and enterprises, combining theory with practice.

The students and young engineers who have graduated from the training course have been selected to join the high-quality human resources team for large companies in the semiconductor industry, which is a clear demonstration of the results of the 3-House linkage model in developing high-quality human resources for the semiconductor industry. This effective cooperation is a lever for unprecedented development and innovation in the technology sector of Vietnam.

In addition to the 3-House linkage model to train engineers in the IC design stage, the Ministry of Planning and Investment has recently assigned NIC to coordinate with Arizona State University, USA and businesses to implement training programs on IC packaging and testing. The program is implemented on the basis of support from the US Government within the framework of the Memorandum of Understanding on cooperation in developing human resources and the semiconductor ecosystem of Vietnam - the US signed by the Ministry of Planning and Investment and the US Department of State. It is expected that by 2025, the program will focus on training 120 lecturers, 4,000 Vietnamese students from 20 leading universities in Vietnam and support universities to develop training programs on IC packaging and testing.

On that basis, Minister Nguyen Chi Dung asked relevant ministries, branches, localities, universities and enterprises to continue researching and replicating this model in the coming time.

Minister Nguyen Chi Dung also congratulated the students who have completed the training program. You will be excellent engineers, selected to participate and contribute to the development of the semiconductor industry in Vietnam in the coming era. The knowledge, skills you accumulate and the breakthrough initiatives you create will contribute to affirming the capacity of Vietnamese people in the global technology human resources market and highlight the name of Vietnam on the world semiconductor map.

Let us join hands to create a favorable environment for innovation, where bold ideas are nurtured and realized. When we work together tirelessly, cooperate harmoniously, and take advantage of and promote the strengths of each side, nothing is impossible!”, Minister Nguyen Chi Dung emphasized.

We are committed to continuing to build and comprehensively develop the ecosystem of Vietnam's semiconductor industry with the pillars of the State - Institutes/Schools - Enterprises, especially promoting the training of high-quality human resources for the semiconductor industry, contributing to Vietnam's proactive participation in the global value chain of the semiconductor industry; taking advantage of this opportunity to contribute to building a strong and prosperous Vietnam, becoming a developed country by 2045 as the goal set out in the Resolution of the Party Congress./.
