The traffic light system at Ao Ca intersection, the gateway to the center of Ha Long City (Quang Ninh), has been broken for many years and has not been repaired, causing traffic chaos here.
Recorded on October 17, at the Ao Ca intersection, where Highway 18 and Ha Long Road intersect, chaos occurred during the early morning commute and rush hour. The number of vehicles gathered here was very large, causing traffic conflicts between vehicles traveling on Highway 18 and vehicles from Ha Long Road heading to Bai Chay Hospital, as well as the opposite direction.
In addition, many vehicles wanting to turn left or right have to stop in the middle of the road to wait for other vehicles to pass. This situation has led to traffic jams, even though the intersection area is very wide.
The traffic jam at Ao Ca intersection is caused by a traffic light system that has been malfunctioning for many years and has not been fixed. According to reports, the traffic lights are not working, making drivers feel very frustrated.
Driver Nguyen Thai Duong (born in 1994, residing in Quang Yen town) shared: "Normally, it takes me less than 1 minute to get through Ao Ca intersection, but since the traffic light system broke down, traveling in this area has become very difficult."
Mr. Bui Hong Minh, Deputy Director of the Quang Ninh Department of Transport, admitted that the current problem at Ao Ca intersection is due to the traffic light system being malfunctioning for many years. He said that the repair has encountered many problems due to legal procedures. The reason is that two projects overlap between the Quang Ninh Provincial Management Board of Investment and Construction of Civil and Industrial Works and Ha Long City.
According to Mr. Minh, the Quang Ninh Province Civil and Industrial Construction Investment Project Management Board is currently the unit implementing the traffic light system project at Ao Ca intersection, however, this project has temporarily stopped construction to serve the inspection work.
"Quang Ninh Department of Transport has issued many reports and held many inter-sectoral meetings. The problem is that the property belongs to the contractor but the project cannot be continued. Meanwhile, if the government wants to spend money to repair it, it cannot touch the contractor's property, so Quang Ninh Provincial People's Committee is directing the solution," said Mr. Minh.
The leader of the Quang Ninh Department of Transport added that not only Ao Ca intersection but also 3 intersections with traffic light system problems are also part of the project implemented by the Management Board of Investment and Construction Projects of Civil and Industrial Works of Quang Ninh province.
Regarding the immediate solution, Mr. Minh said that in case it cannot be repaired, the traffic light system at Ao Ca intersection will be turned off, then a temporary traffic plan will be organized to ensure that traffic does not get congested.
During rush hour, Ha Long City Traffic Police are on duty and block one end of Ha Long Street from junction with National Highway 18 and vice versa. This is to give priority to vehicles going straight on National Highway 18, vehicles from the inner city will have to turn in another direction.
